Job Description
SUMMARY
Lead all project execution efforts for the Rating Career Domain Continuum (RCDC) Task Order under the Navy's Learning Stack (LS) contract. Serve as the principal point of contact for Government stakeholders and Katmai leadership, overseeing programmatic, technical, cybersecurity, DevSecOps, and risk management activities to ensure compliance with the PWS, CDRLs, and QASP requirements.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Manage all Integrated Product Teams (IPTs) across functional areas, drive execution of Agile CI/CD technical tasks, manage onboarding and sustainment within the RPOC DevSecOps environment, ensure cybersecurity deliverables are prepared and submitted, and oversee all risk, schedule, and performance tracking through approved Government channels.
- Lead RCDC execution in compliance with project’s Management plan (MP), Monthly Status Report (MSR), Risk Management Plan (RMP), Configuration Management Plan( CMP), and Transition Plan.
- Manage Agile project metrics reporting, including velocity, story point effort, cycle time, backlog health, and sprint success rates.
- Ensure timely, high-quality delivery of all CDRLs, including meeting minutes, technical reports, and Subcontractor Small Business Reporting.
- Serve as central interface to the COR, KO, customer leadership, and RPOC/RAISE security authorities.
- Oversee requirements management, Requirements Traceability Verification Matrix (RTVM) updates, configuration management records, and product baselining.
- Direct onboarding and tracking of personnel security credentials (clearances, CSWF certifications) and privileged access requests (SAARs, PAAs).
- Chair risk boards, oversee IPT-level risk and mitigation activities, and escalate issues per contract communication paths.
- Coordinate RPOC onboarding activities, including alignment with inheritable security controls, eMASS record updates, and security gate reviews.
- Validate all integration activities, vendor onboarding efforts, and DevSecOps sustainment operations in the context of RAISE 2.0 compliance.
- Support cybersecurity compliance under RMF 8510.01, NIST 800-171, and DFARS safeguarding clauses.
- Manage Transition-In/Transition-Out activities per the Integrated Master Schedule (IMS) and MP, ensuring zero disruption to critical RCDC operations.
- Maintain regular and punctual attendance.
- Perform other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Provide project direction in accordance with division directives.
Job Requirements
MINIMUM QUALIFICATIONS
- Bachelor’s degree in Program Management, Engineering, Information Systems, or related field.
- Seven plus (7+) years of experience in DoD/Navy IT program management, preferably NAVWAR or PMW 240 projects.
- Active PMP certification.
- Demonstrated knowledge of Agile/Scrum/SAFe practices in a Government CI/CD environment.
- Strong working knowledge of Navy cybersecurity policies (e.g., NIST SP 800-171, DFARS 252.204-7012).
- Experience producing MSRs, IMS updates, and risk communications.
- Ability to obtain/maintain Secret clearance (generally, this requires U.S. Citizenship).
- Must obtain and maintain any necessary security access and/or background checks.
DESIRED QUALIFICATIONS & SKILLS
- Certified Scrum Master (CSM), SAFe Agilist, or equivalent Agile certifications.
- Familiarity with RAISE 2.0 Implementation Guide and DoD Enterprise DevSecOps standards.
- Experience coordinating third-party application vendor integration with Government-owned systems.
- Excellent written and verbal communication skills.
- Technical familiarity with Seaware, Moodle, and Black Pearl system architectures.
- Experience managing teams through transition phases (transition-in/transition-out).
WORK SCHEDULE
Full-time. May be required to work additional hours as needed to complete assignment or project.
TRAVEL
The expected travel time is less than 25%.
DRIVING REQUIREMENTS
Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 25%.
WORK ENVIRONMENT
Work is expected to be remote; however, the company reserves the right to require onsite work.
PHYSICAL DEMANDS
Position consists of sitting for long periods of time, bending, stooping, crouching, and lifting weights up to 20 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse. COMPENSATION & BENEFITS PACKAGE
- Pay range: $110,000to $140,000per year.
