Job summary

ECLARO is seeking a Project Manager - Regulatory Affairs for a role based in Albany, NY with remote options. You will lead client-facing energy planning initiatives, coordinate with agencies such as DPS and DEC, and manage contractor teams to deliver analytical outputs on schedule.

The role requires strong project management, policy writing and presentation skills, plus familiarity with energy system modelling and IT collaboration tools like SharePoint and NEIS.

Qualifications

• Subject matter expertise in energy system planning and modelling concepts.
• Experience developing and managing project work plans and budgets.

Responsibilities

• Develop client materials and briefings for client staff and agencies; prepare client findings.
• Monitor energy planning processes at the state level.
• Stay current with energy planning developments at federal level and other states.
• Interface with technical advisory groups for Client recommendations.
• Provide project management and logistics support for Client development; schedule meetings and ensure deliverables on time.
• Oversee external contractor teams; write statements of work, manage contracts and budgets; approve invoices.
• Support the Regulatory Affairs team to achieve key outcomes.

Responsibilities

• Develop Client materials including information requests; briefings for client staff, other agency staff (DPS, DEC), the State Energy Planning Board, and technical advisory groups; and Client findings.
• Monitor existing energy planning processes that occur within New York State.
• stay abreast of energy planning developments and approaches at the federal level and in other states
• interface with technical advisory groups regarding substantive Client recommendations.
• project management and logistical support tasks related to Client development including developing meeting schedules and agendas and ensuring analytical deliverables are produced in a timely manner.
• Manage external contractor teams engaged in analysis on behalf of the client, overseeing the work of contractors including writing statements of work, issuing contracts, managing workplans, evaluating work products, budgeting, and invoicing.
• Additional support that contributes to the key outcomes of the Regulatory Affairs team.

Required Qualifications

• Subject matter expertise regarding energy system planning.
• Familiarity with electric system models (e.g., capacity expansion, production cost, resource adequacy, power flow) and / or gas system models.
• Demonstrated project management experience (developing and managing work plans and budgets, overseeing work products).
• Time management, organizational and planning skills to successfully handle multiple projects simultaneously, meeting deadlines with accuracy and good judgment.
• Presentation and policy writing skills.
• Prior experience using capacity expansion, production cost, resource adequacy and power flow, and / or gas system models.
• IT systems that will be used: Access to and collaboration on shared informational resources (SharePoint, NEIS, etc.).
