Job summary

Horner & Shifrin is seeking a full-time Project Manager with 7+ years of engineering and PM experience to support our Power Delivery team, focused on Ameren transmission and distribution projects. This role serves as a client-facing leader and requires frequent travel to Ameren project sites.

You will lead multi-disciplinary teams through planning, design, permitting, procurement, and construction administration, while developing schedules, budgets, and risk registers.

Qualifications

  • 7+ years of relevant engineering experience including project management.
  • Proven track record of managing multi-discipline engineering projects.
  • Knowledge of industry design standards such as NESC and IEEE.
  • Strong oral and written communication and leadership skills.
  • Proficiency in Microsoft Office and project management tools.
  • Valid driver’s license and ability to travel.

Responsibilities

  • Serve as primary project manager and client contact for Ameren T&D projects; lead multi-disciplinary teams through planning, design, permitting, procurement support, and construction administration.
  • Develop, maintain, and monitor detailed project schedules, budgets, and work plans; proactively address risks to cost, schedule, and quality.
  • Prepare and execute project management plans aligned with H&S standards, including scope, risk registers, change logs, and communication plans.
  • Coordinate multi-discipline teams (electrical, civil/structural, survey, environmental) to ensure integrated deliverables.
  • Manage project financials including budget tracking, earned value analysis, invoicing, and monthly reporting.
  • Lead/support proposal development, including scope definition, fee estimates, schedules, and client presentations for Ameren work.
  • Conduct design reviews to ensure technical quality, code compliance, and alignment with Ameren standards.
  • Support construction activities including RFIs, submittals, site visits, and coordination with Ameren field teams.
  • Build and maintain strong relationships with Ameren PMs, engineers, and program staff across Missouri and Illinois.
  • Understand Ameren project delivery systems (CPOC/SLPOC), standards, and compliance requirements (NERC, FERC).
  • Communicate project status, risks, and issues; lead effective client meetings and track action items.
  • Identify opportunities to expand H&S services within the Ameren account, including new scope and strategic growth.
  • Provide project oversight for transmission (34.5 kV–345 kV), distribution systems, and substation design/modifications.
  • Apply knowledge of NESC, IEEE, NERC standards, and Ameren design requirements to ensure compliant, constructible deliverables.
  • Support/lead route studies, siting, permitting strategies, and right-of-way coordination.
  • Review and approve engineering calculations, drawings, specifications, and technical reports.
  • Participate in business development efforts, including client engagement, conferences, and relationship building with Ameren leadership.
  • Assist with proposals, qualifications, and presentations for Ameren and other utility clients.
  • Support Ameren account strategy development, identifying growth in grid modernization, renewable integration, and system reliability.
  • Contribute to QA programs, training initiatives, and SOP development for Power Delivery.
  • Demonstrate H&S values: client service, technical excellence, collaboration, and ownership.

Project Manager

  • Experience managing EPC or design-build transmission and distribution projects
  • Familiarity with NERC, FERC Order 1000, and MISO processes
  • Experience with grid modernization technologies (SCADA/EMS, AMI, BESS, etc.)
  • Prior experience supporting investor-owned utilities (IOUs), preferably in the Midwest
  • Experience with GIS tools (e.g., ESRI ArcGIS) for routing
