Job summary

Padcomdcm is looking for an experienced Project Manager – Planning & Development in Los Angeles to oversee the Facilities Services Division for LAUSD. The role requires managing all project phases to ensure successful delivery within budget and schedule.

The ideal candidate will have at least 10 years managing educational or public construction projects. Strong leadership and project management skills are essential.

Qualifications

  • Minimum 10 years of experience in managing public or commercial construction projects.
  • Experience with managing projects from inception through closeout.
  • Ability to negotiate effective solutions to complex project issues.

Location: Los Angeles County School Sites – Onsite

Schedule: Full-Time

About the Role

PADCOM Design & Construction Management Services is seeking a Project Manager – Planning & Development (Maintenance & Operations) to support LAUSD’s Facilities Services Division.

This role is responsible for managing all phases of assigned projects, from planning and development through design, bid/award, construction coordination, and project closeout. The Project Manager works closely with stakeholders, consultants, public agencies, and project teams to ensure successful delivery of maintenance, modernization, and facility improvement projects while maintaining budget, schedule, and scope objectives.

Key Responsibilities
  • Manage, oversee, and coordinate all phases of assigned projects, including pre-construction, project development, bid/award, and closeout activities.
  • Collaborate with design teams to ensure project scope remains aligned with approved program requirements.
  • Plan, organize, and prepare project status reports for executive leadership and stakeholders.
  • Coordinate with public agencies, utility providers, and government entities to obtain approvals and ensure regulatory compliance.
  • Monitor project budgets and financial performance to ensure accurate reporting and fiscal accountability.
  • Resolve complex planning, design, and construction-related issues, disputes, and project challenges.
  • Review project progress and ensure schedules, budgets, and project objectives remain on track.
  • Assist project teams with contract administration, bid processes, and procurement planning.
  • Implement project and program policies, procedures, and best practices.
  • Recommend and implement approved process improvements that enhance project delivery.
  • Evaluate emerging developments, technologies, and strategies affecting program goals and objectives.
  • Work with technical teams and consultants to develop project budgets and cost estimates.
  • Coordinate activities among architects, engineers, contractors, consultants, and District stakeholders.
  • Support successful project turnover and closeout activities.
  • Perform additional duties as assigned.
Minimum Qualifications
Experience
  • Minimum 10 years of full-time professional experience managing public, educational, or commercial construction projects.
  • Experience managing projects from inception, planning, design, development, and implementation through closeout.
  • Experience coordinating complex project activities involving multiple stakeholders and disciplines.
  • Experience managing multiple projects concurrently.
  • Experience with educational modernization projects preferred.
Education
  • Bachelor’s degree from an accredited college or university, preferably in:
    • Architecture
    • Engineering
    • Construction Management
    • Related field

OR

  • Possession of a valid Certified Construction Manager (CCM) credential.

OR

  • Additional qualifying experience may substitute for education requirements on a year-for-year basis.
Skills & Knowledge
  • Strong project management and leadership capabilities.
  • Knowledge of planning, design, construction, and project delivery processes.
  • Experience managing project budgets, schedules, and scope.
  • Strong understanding of contract administration and procurement processes.
  • Excellent written and verbal communication skills.
  • Ability to resolve complex project issues and negotiate effective solutions.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Proficiency with Microsoft Office Suite and project management software.
Preferred Qualifications
  • Experience supporting K–12 educational facility construction and modernization programs.
  • Experience with public-sector capital improvement programs.
  • Experience working with maintenance and operations facility improvement projects.
Work Conditions & Requirements
  • Onsite position supporting projects throughout Los Angeles County.
  • Frequent coordination with District personnel, consultants, contractors, and public agencies.
  • May require travel between project sites and District facilities.
  • Ability to manage multiple active projects simultaneously.
