Wall Township, NJ, US French & Parrello Associates (FPA) is seeking an experienced Project Manager to join our growing Municipal Services Department at our headquarters in Wall Township, NJ. The successful candidate will have experience managing municipal or public infrastructure projects from concept through construction. This individual will be an effective communicator and collaborative leader with the ability to manage multiple projects, guide multidisciplinary teams, maintain schedules and budgets, and mentor engineering staff.

Municipal Engineering Expertise & Project Experience

FPA’s Municipal Services Department supports municipal clients throughout New Jersey with the planning, design, permitting, and construction administration of municipal infrastructure and capital improvement projects. Our multidisciplinary teams work closely with municipalities, regulatory agencies, and utility providers to deliver practical solutions that address community infrastructure needs.

The Project Manager – Municipal Services will oversee projects from initial planning through design and construction, with responsibility for scope, schedule, budget, technical quality, and overall delivery. Serving as the primary point of contact for municipal clients, this individual will coordinate project teams and stakeholders, lead client and public meetings, oversee construction administration activities, and help resolve technical issues throughout the project lifecycle.

Responsibilities
  • Lead the planning, design, and execution of municipal infrastructure projects, including roadway improvements, drainage systems, water distribution, sanitary sewer systems, and capital improvement programs.
  • Serve as Project Manager responsible for scope, schedule, budget, and overall project delivery.
  • Prepare, review, and oversee engineering calculations, technical specifications, reports, and construction documents in compliance with local, state, and federal regulations.
  • Oversee the development of plans, profiles, and construction details using design software such as AutoCAD Civil 3D.
  • Coordinate multidisciplinary teams, including engineers, designers, and subconsultants, to ensure successful project execution.
  • Act as primary point of contact for municipal clients, regulatory agencies, and utility providers.
  • Lead client meetings, public presentations, and coordination meetings with stakeholders.
  • Oversee review of shop drawings, RFIs, and contractor submittals during construction administration.
  • Provide senior-level construction support, including field visits and resolution of technical issues.
  • Develop and manage project budgets, schedules, and cost estimates.
  • Ensure compliance with applicable codes, standards, and agency requirements.
  • Mentor and guide junior and mid-level engineering staff, fostering professional development and technical growth.
  • Support business development efforts and contribute to proposal preparation as needed.
Qualifications
  • Bachelor’s degree in Civil Engineering or related field.
  • Minimum of 10+ years of experience in municipal engineering or public infrastructure design and delivery.
  • Professional Engineer (PE) license in the State of New Jersey required.
  • Proven experience managing municipal infrastructure projects from concept through construction.
  • Proficiency in AutoCAD Civil 3D and Microsoft Office Suite.
  • Strong knowledge of municipal design standards, permitting processes, and regulatory requirements.
  • Excellent written and verbal communication skills, with experience presenting to clients and public agencies.
  • Demonstrated ability to manage multiple projects, deadlines, and budgets simultaneously.
  • Strong leadership skills with experience mentoring engineering staff.
  • Valid driver’s license and ability to travel to project sites as needed.

Compensation

The projected compensation range for this position is $115,000 to $155,000. Actual compensation will depend on factors including experience, education, qualifications, and skill set. FPA recognizes and rewards performance through an annual bonus program.
