Job description

Position Overview

WiredPeople is seeking an experienced, dynamic Project Manager (Level II) to join its agency-wide Project Management Office (PMO) located in Oklahoma City.

In this role, you will lead and oversee medium- to extra-large complexity agency initiatives across their full lifecycle—driving operational efficiencies, resource optimization, and process improvements that align with OSDH’s mission, regulatory commitments, and strategic objectives. Working under the guidance of PMO leadership, the Project Manager serves as the primary liaison and facilitator across cross-functional agency teams, executive leadership, subject matter experts (SMEs), and external vendors.

This role requires a balanced professional with strong competencies in both traditional project management and business process improvement / Lean Six Sigma disciplines, capable of delivering results in public sector, regulatory, core technology, and non-technology environments.

This is a full-time, 40 hours a week hybrid position. The working schedule will be 7:00AM CST - 6:00PM CST time, 3 days will be onsite in Oklahoma City, OK and 2 days will be remote.

Key Responsibilities
End-to-End Project Delivery & Lifecycle Governance
  • Direct, coordinate, and execute all phases of medium to extra-large complexity projects from initiation through closure, utilizing Waterfall, Agile, and Hybrid methodologies as appropriate.

  • Develop, maintain, and execute comprehensive project management deliverables, including:

    • Project charters, detailed work breakdown structures (WBS), and scope baselines.

    • Integrated master project schedules using MS Project.

    • Formal risk, assumptions, issues, and dependencies (RAID) logs and mitigation plans.

    • Resource allocation and budget tracking mechanisms.

    • Formal project closeout reports, post-implementation reviews, and lessons‑learned documentation.

Process Improvement & Quality Management
  • Routinely perform gap analyses, workflow evaluations, and root-cause analyses (RCA) to eliminate operational bottlenecks and streamline agency service delivery.

  • Apply Lean Six Sigma methodologies to drive continuous improvement, standardize agency processes, and ensure repeatable success.

  • Facilitate structured group workshops and kaizen/process mapping sessions, acting as an objective, independent facilitator.

Vendor & Contract Management
  • Facilitate and monitor vendor contracts, Statements of Work (SOW), and deliverables from procurement initiation through final sign-off.

  • Manage third‑party vendor relationships, hold contractors accountable to agreed service level agreements (SLAs), remove blockers, and elevate contractual risks as needed.

Stakeholder Communication & Reporting
  • Act as the central point of contact for project stakeholders, agency division heads, and technical/business teams.

  • Develop and deliver regular, transparent status reports and executive summaries.

  • Track and submit key project performance indicators (KPIs) and milestone health metrics for inclusion in executive-level PMO dashboards.

Change Management & Compliance
  • Implement robust change management strategies in alignment with PMO frameworks to ensure user adoption and minimal operational disruption.

  • Ensure all project deliverables strictly comply with state, federal, regulatory, and agency policies and documentation standards.

Qualifications & Requirements
Required Experience & Education
  • Experience: Minimum of five (5) years of formal project management experience managing complex initiatives through complete lifecycles.

  • Tier Level: Minimum classification of Level II Project Manager.

  • Project Scope: Proven background delivering both core technology and/or non-technology/business transformation projects.

  • Methodologies: Demonstrated hands‑on proficiency with Waterfall, Agile, and Hybrid frameworks, as well as alignment with PMI’s Project Management Body of Knowledge (PMBOK® Guide).

  • Tools: Advanced proficiency in Microsoft Project, MS Office Suite (Excel, PowerPoint, Word), and project collaboration platforms (e.g., Teams, SharePoint).

Preferred Qualifications
  • Public Sector Background: Prior experience supporting state government agencies, public health departments, regulatory bodies, or large-scale public sector service delivery.

  • Education: Graduate‑level degree (Master's) in Project Management, Business Administration (MBA), Public Health (MPH), or a related discipline.

  • Certifications:

    • Project Management Professional (PMP)

    • Lean Six Sigma Black Belt (LSSBB) or Green Belt (LSSGB)

    • Certified ScrumMaster (CSM) or equivalent Agile certification

Core Competencies & Interpersonal Skills
  • Leadership & Facilitation: Exceptional group facilitation and consensus‑building skills, with the ability to lead diverse teams without direct supervisory authority.

  • Analytical Problem Solving: Superior critical thinking, data‑driven decision‑making, and problem resolution capabilities.

  • Communication: Outstanding verbal and written communication skills; confident delivering presentations and status reports to executive leadership.

  • Organization: Exceptional organizational agility, multitasking abilities, and meticulous attention to detail under tight deadlines.
