Qualifications

• 5+ years of formal project management experience.
• Experience managing complex projects from initiation through closure.

Responsibilities

• Manage medium to highly complex projects throughout the complete project lifecycle.
• Develop and maintain project plans, schedules, budgets, deliverables, and resource allocations.
• Identify and mitigate project risks, issues, dependencies, and changes.
• Prepare project status reports, performance metrics, and PMO dashboards.
• Coordinate with internal teams, vendors, stakeholders, and subject matter experts.
• Implement change management and process improvement initiatives.
• Manage vendor relationships, contracts, and project deliverables.
• Conduct gap analysis, root cause analysis, and recommend improvements.
• Ensure project activities comply with applicable policies, procedures, and regulatory requirements.
• Facilitate project meetings, stakeholder discussions, and decision‑making processes.

Position OverviewUpSela Talent Solutions Inc. is seeking an experienced Project Manager – Level II to support a Project Management Office (PMO) in Oklahoma City, OK.

The Project Manager will be responsible for planning, coordinating, executing, monitoring, and closing projects while ensuring alignment with organizational objectives, budgets, timelines, and quality standards.

The ideal candidate will have strong experience in project management, process improvement, stakeholder engagement, vendor management, and Agile, Waterfall, and Hybrid methodologies.

Key Responsibilities

• Understanding of PMI PMBOK standards and best practices.
• Experience in process improvement, risk management, budgeting, and stakeholder communication.
• Strong analytical, organizational, problem‑solving, and leadership skills.
• Excellent written and verbal communication skills.
• Experience with technology and/or non‑technology projects.

Preferred Qualifications

• Master's degree in Project Management, MBA, MPH, or a related field.
• PMP, Lean Six Sigma Black Belt (LSSBB), or Certified ScrumMaster (CSM) certification.
• Previous experience in state government, public‑sector organizations, regulatory environments, or healthcare.
• Experience working within a Project Management Office (PMO).
• Knowledge of Lean Six Sigma methodologies and continuous process improvement.

Work Location & Schedule

• Location: Downtown Oklahoma City, Oklahoma
• Hybrid Schedule: Minimum 3 days onsite weekly, with additional onsite days as project requirements dictate.
• Working Hours: 40 hours per week, Monday–Friday, typically between 7:00 AM and 6:00 PM.
