Duties Summary

Positions in the Project Manager Series includes all classes of positions which reflect responsibility for the supervision and/or performance of professional work in planning, organizing, managing, implementing, and evaluating specific projects on behalf of a department. Positions in this series are accountable for all aspects of a project, ensuring that all products identified in the project scope are delivered on time and within budget. Positions also perform other related administrative duties such as managing the project budget, developing and monitoring contracts, and creating status reports.

Level II

• A full supervisor over a unit or team of lower-level positions engaged in the performance of professional project management work.
• A senior project manager responsible for planning, organizing, managing, implementing, and evaluating one or more projects concurrently. Such projects are considered highly complex due to their extensive scope and impact to the State of Hawaii.

Examples Of Highly Complex Projects Include Those That

• Require oversight and coordination of multiple interdisciplinary project teams,
• Combine the interests of State, federal, local, and or private stakeholders,
• Have a major statewide impact,
• Involve large budgets and complex sources of financing (e.g. Capital Improvement Project funds),
• Pose a high risk to the project team and/or State (e.g. hazardous material remediation, political pressures, controversial in nature, heavy public interest/media coverage, endangered plant or animal species),
• Have many unknowns (e.g. undefined requirements, overly broad scope),
• Require coordination of multiple consultants and contractors, and/or
• Possess heavy time constraints (Positions may not be assigned all the duties listed, nor do the examples necessarily include all the duties that may be assigned).

This position determines project and program priorities; oversees all project components from conception to implementation; works directly with project staff and consultants to ensure that resources are appropriately utilized. It involves operations such as visiting work sites, requesting resources, conducting procurement procedures, managing contracts, maintaining records, coordinating testing, facilitating policy communication, providing advisory support, and evaluating performance of subordinates.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements:

• Legal Authorization To Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
• Basic Education: Bachelor's degree from an accredited four-year college or university.
• Specialized Experience: Four and one-half (4-1/2) years of progressively responsible professional experience planning, directing, managing, monitoring, and evaluating projects. Such experience must include determining project goals, scope, deliverables, timelines, costs, and resources; leading project teams; administering budgets and contracts; tracking project progress to ensure that milestones are met on time and within budget; documenting project progress; and identifying metrics for project evaluation.
• Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience is required. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
• Driver's License Requirement: Applicants must possess a valid driver's license at the time of appointment.
