Job description

Founded in 1999, Innovative Construction Solutions (ICS) is a California-based environmental and heavy civil construction company with approximately 165 employees across Southern California, Northern California, and Washington state. ICS specializes in environmental remediation, water and wastewater treatment systems, hazardous waste management, and federal contracting. As a Federal Small Business with approximately $175 million in bonding capacity and Class A General Engineering Contractor status, ICS delivers projects that protect, remediate, and restore the environment while addressing critical infrastructure needs.

ICS's Heavy Industrial & Mechanical Construction (HIMC) division self-performs civil construction, structural concrete, structural steel erection, and process piping and mechanical equipment installation, startup, testing, and commissioning, largely on water and wastewater treatment projects for public and private clients.

ICS is seeking an experienced Project Manager to lead water and wastewater treatment construction projects, up to approximately $50 million in value, for HIMC's growing NorCal region. NorCal HIMC work is predominantly hard-bid, publicly and privately funded work. The Project Manager owns full project delivery, including P&L, client relationship, schedule, change orders, billing, safety, and the direct management of assigned Project Engineers, Superintendents, and field staff.

Key Responsibilities
  • Develop and maintain detailed construction work plans for every project; plan work ahead of execution and maintain QA/QC discipline so re-work is the exception, not the norm.
  • Review and approve Construction Work Plans for major and critical activities prior to Ops Manager approval, ensuring plans reflect accurate scope, sequencing, resources, contract requirements, and risk controls.
  • Lead a weekly work planning meeting with the Superintendent and crew leads to align on upcoming scope, sequence, resources, labor, materials, tools, and equipment readiness.
  • Reconcile bid estimate labor hours and production rates against the field execution plan before each phase begins and brief the Superintendent and Foremen on production targets.
  • Submit accurate, on-time monthly CPM schedule updates and timely Time Impact Analyses whenever schedule-impacting events occur; pursue time extensions for owner-caused delays.
  • Lead a weekly Time Impact Analysis meeting with the Engineer to review the CPM against baseline and document delay events.
  • Maintain professional, responsive, and constructive client relationships; ensure all client correspondence is professional, accurate, and timely so clients view the PM as a trusted partner.
  • Own project P&L, including monthly cost reports with variance commentary submitted to the Ops Manager per the published cadence.
  • Manage the change order lifecycle end-to-end, including timely notice to owner, cost proposal submittal, owner response follow-up, and logging in Vista, PMW, and Salesforce; maintain the project Change Order Log in real time.
  • Manage monthly project billing per ICS procedure, including Ops Manager review, client courtesy preview, formal submittal, and timely follow-up on payment per contract terms.

  • Procure and manage subcontractors and vendors per ICS policy; document non-performance and pursue back charges where applicable.
  • Be present in the field regularly; know project status at a level of detail that allows the PM to answer client questions without needing to check first.
  • Lead by example on safety: attend and lead Toolbox Talks, enforce PPE, and plan safety into every work task.
  • Maintain current project records, including drawings, RFIs, submittals, change orders, and contract documents.
  • Drive timely project closeout, including punch list resolution, as-built completion, final billing, retention release, and lien releases.
Requirements
  • Bachelor's degree in engineering, Construction Management, or a related field, or equivalent relevant experience.
  • 15+ years of experience as a Project Manager on self-perform heavy civil or water/wastewater treatment construction projects, with a track record on projects up to approximately $50 million in value.
  • Working knowledge of civil, concrete, structural steel, and process mechanical/piping scopes typical of water and wastewater treatment facilities.
  • Full project P&L ownership experience, including cost reporting, change order management, and billing.
  • Strong working knowledge of CPM scheduling (Primavera P6 or Microsoft Project) and project management/cost systems (Vista or a comparable ERP).
  • Ability to read and interpret plans, specifications, P&IDs, and other construction documents.
  • Strong written and verbal communication skills, with the ability to manage client relationships directly.
  • Experience managing projects for public agency clients (municipalities, sanitation and water districts) in Northern California.
  • DBIA certification.
  • Established relationships with NorCal water/wastewater owners, engineers, subcontractors, and vendors.
