Location: Anywhere in the U.S. mainland. Working remotely with travel to project sites required.
ECC is seeking a qualified Project Manager - Fuels for Petroleum, Oils & Lubricants (POL) facility projects for federal government clients. In this position, you will:
- Plan and direct activities of designated POL Fuels projects to ensure goals are accomplished within prescribed time frame and funding parameters.
- Create and review project proposals or plans to determine time frames, funding limitations, procedures, staffing requirements, and resource allocation.
- Ensure project safety and quality are incorporated into planning and execution.
- Establish work plans and staffing for each project phase, understanding scope and risks.
- Arrange for recruitment or assignment of project personnel.
- Confer with project staff to outline work plans, set goals, and assign responsibilities.
- Coordinate activities to ensure project progress on schedule and within budget.
- Generate status reports and modify schedules as needed, including monthly analyses.
- Analyze cost and schedule issues, initiate corrective actions, and explore alternatives to keep the project on track.
- Identify and analyze items with excessive costs.
- Apply estimating skills, build schedules, and develop technical approaches.
- Manage contractual agreements and change orders.
- Prepare reports for management and clients, keeping all parties informed of progress and challenges.
- Provide technical advice and resolve problems with project personnel.
- Manage issues and disputes professionally and promptly.
- Ensure timely processing of submittals and payments, and coordinate with government agencies.
- Manage supervisory responsibilities in accordance with policies and laws.
- Perform additional tasks and responsibilities as assigned.
Requirements
- Minimum of 5 years of project field or management experience with POL fuels repairs/construction projects, including at least 2 years in project management roles.
- High school diploma or GED at minimum.
Preferred Qualifications
- Experience in Petroleum, Oils, & Lubricants industry, including engineering, design, inspection, testing, and construction of POL facilities.
- Experience managing POL construction projects, especially fuels system deficiency repairs.
- Proven skills in project status reporting, financial tracking, scheduling, and documentation.
- Technical expertise in POL systems and specifications for effective communication.
- Client management experience, with a preference for Air Force and Navy clients.
- Professional Engineering License (desired).
- API 653 certification for tank projects (desired), API 570 for pipeline projects (desired).
- Completion of "Construction Quality Management (CQM) for Contractors" course.
ECC's targeted base salary range is $115,000 to $140,000 annually. Actual salary may vary based on education, experience, skills, responsibility level, and location.
