The Project Manager is responsible for the successful planning, execution, financial performance, and closeout of Distribution and Transmission utility projects. The Project Manager has overall accountability for project performance, including safety, quality, scope, schedule, cost, contractual requirements, client satisfaction, and administrative requirements.
The Project Manager plans and manages the complete project lifecycle for small- and large-scale projects and develops project-specific procedures and execution strategies based on customer, contractual, and internal requirements. Responsibilities include developing and leading the project team; coordinating with construction management, field leadership, project controls, safety, quality, engineering, procurement, subcontractors, and other supporting functions; and maintaining strong working relationships with utility customers and other project stakeholders.
The Project Manager is accountable for proactively identifying and managing project risks, maintaining accurate forecasts and project controls, communicating project performance, and ensuring projects are executed safely, efficiently, and in accordance with contractual obligations and P&G Power requirements.
Essential Duties and Responsibilities
Project Proposal
- Define and understand the project scope, requirements, assumptions, exclusions, and key deliverables.
- Identify project execution requirements, constraints, risks, and opportunities.
- Assist in determining project resource requirements, including internal labor, equipment, materials, subcontractors, and other resources.
- Coordinate preparation and review of bid packages, proposals, clarifications, communications, and transmittals.
- Coordinate and complete project pricing sheets and supporting proposal documentation.
- Develop and manage the proposal schedule to ensure timely submission.
- Participate in proposal reviews, risk assessments, and project handoff activities as required.
Project Initiation
- Review and understand the complete project scope, contract documents, specifications, drawings, commercial terms, schedule requirements, and customer expectations.
- Identify contractual obligations, notice requirements, scope boundaries, project risks, and key performance requirements.
- Develop the project execution plan, including project organization, resource requirements, communication protocols, and reporting requirements.
- Develop and baseline the detailed project schedule in coordination with project controls, construction management, and other project stakeholders.
- Establish project budgets, cost codes, forecasts, and financial reporting requirements.
- Identify procurement requirements and long-lead materials and equipment.
- Identify applicable permitting, access, outage, environmental, right-of-way, inspection, testing, and energization requirements.
- Schedule, attend, and lead internal and customer project kickoff meetings, as applicable.
- Establish project-specific risk and opportunity tracking and mitigation plans.
Project Execution
- Develop, maintain, analyze, and update the project schedule to achieve critical milestones and contractual completion requirements.
- Monitor project performance using applicable project controls and key performance indicators, including schedule adherence, Schedule Performance Index (SPI), earned value, productivity, and other established metrics.
- Analyze critical path, float, schedule delays, and potential acceleration or recovery requirements.
- Oversee the effective management and utilization of labor, equipment, materials, subcontractors, and capital resources.
- Plan and participate in weekly progress, coordination, and strategic planning meetings with clients, field leadership, project team members, subcontractors, and other stakeholders.
- Track, maintain, forecast, and control project budgets, costs, revenue, margins, commitments, billing, and cash flow.
- Maintain accurate cost-to-complete and estimate-at-completion forecasts throughout the project lifecycle.
- Identify, document, assess, and mitigate project risks, issues, and opportunities that could affect safety, quality, scope, schedule, cost, or customer commitments.
- Integrate safety requirements into project planning and execution and coordinate with Safety and field leadership to ensure applicable P&G Power, customer, regulatory, and project-specific safety requirements are implemented and maintained.
- Support stop-work expectations and ensure identified safety concerns and corrective actions are appropriately escalated, documented, and resolved.
- Manage project scope and ensure changes, extra work, and change orders are identified, documented, priced, submitted, approved, and incorporated into project controls in accordance with contractual requirements.
- Administer applicable contract requirements, including notices, correspondence, payment requirements, schedule obligations, change provisions, claims, and dispute resolution.
- Communicate and report project status, risks, financial performance, schedule performance, key metrics, and forecasted outcomes to management, clients, and project stakeholders.
- Coordinate QA/QC activities and ensure project quality requirements, inspections, deficiencies, and corrective actions are appropriately managed and documented.
- Coordinate preflight/preconstruction requirements, engineering deliverables, procurement activities, and material requirements with responsible functional teams.
- Monitor long-lead materials, customer-furnished materials, equipment, and procurement activities to identify potential impacts to the project schedule.
- Manage subcontractor and vendor performance related to scope, safety, quality, schedule, cost, changes, documentation, and contractual requirements.
- Provide technical and project management support to construction teams, including participation in construction planning, sequencing, constructability reviews, and resolution of field issues.
- Coordinate RFIs, submittals, drawing revisions, technical clarifications, and other project documentation as applicable.
- Maintain complete and accurate documentation of project activities, decisions, correspondence, changes, and client communications.
- Maintain effective working relationships with client representatives and proactively communicate project progress, risks, challenges, and required decisions.
Project Closeout
- Complete and reconcile all change-order activity for the client, subcontractors, and vendors.
- Verify all required materials and equipment have been received, reconciled, invoiced, and appropriately accounted for.
- Verify project purchase orders and subcontracts are complete and properly closed.
- Ensure punch-list items, deficiencies, and outstanding corrective actions are completed and documented.
- Verify required testing, commissioning, inspection, energization, and acceptance documentation is complete, as applicable.
- Ensure engineering as-built drawings, redlines, drawing revisions, and other record documentation are complete and transmitted to the client as required.
- Coordinate completion and delivery of required O&M manuals, warranties, test reports, turnover packages, and other closeout documentation.
- Obtain required customer acceptance and project completion documentation.
- Complete final customer billing, including approved change orders, retention, and other outstanding amounts.
- Complete final project financial reconciliation and confirm outstanding commitments and accruals are resolved.
- Complete subcontractor and vendor closeout requirements.
- Conduct and document project lessons learned and communicate applicable improvements to relevant teams.
- Ensure project records are complete and archive the project file in accordance with company and contractual record-retention requirements.
Additional Responsibilities
- Demonstrate consistent commitment to P&G Power, customer, and applicable industry safety requirements.
- Develop, maintain, and report project resource plans and performance data.
- Measure, monitor, forecast, and report project financial performance, including revenue, cost, margin, commitments, cash flow, and estimate at completion.
- Ensure compliance with project deliverables, contractual obligations, customer requirements, and internal procedures.
- Analyze project schedules, including critical path, float, delays, recovery options, and acceleration requirements.
- Maintain accurate and timely documentation of project activities, decisions, correspondence, and communications.
- Interpret contract requirements and support the resolution of contractual issues, claims, and disputes.
- Serve as a primary point of contact with client representatives regarding project performance, progress, risks, challenges, and commercial matters.
- Provide project management and technical support for construction planning and execution.
- Facilitate and coordinate project-related meetings and conferences.
- Mentor and support Assistant Project Managers and other project management personnel.
- Perform other project-related duties as assigned.
Education and/or Work Experience
- Demonstrated experience managing Distribution and/or Transmission Line construction projects for municipal utilities, electric cooperatives, and/or Investor-Owned Utilities (IOUs).
- Thorough understanding of utility construction practices, industry standards, field operations, project controls, contract administration, and commercial management, with emphasis on Distribution and Transmission projects.
- Demonstrated experience managing project budgets, schedules, forecasts, subcontractors, change orders, client relationships, and multidisciplinary project teams.
- Bachelor's degree in Construction Management, Engineering, Business, or a related discipline preferred; equivalent relevant utility construction and project management experience may be considered.
- Project Management Professional (PMP) certification or other relevant industry certification is preferred but not required, unless otherwise specified by the position.

- Proficiency with Microsoft Office/Microsoft 365 applications, including Excel, Word, PowerPoint, Outlook, and applicable scheduling/project management software.
- Ability to travel to project sites and customer locations as required by assigned projects.
