Job summary

RTR Energy Solutions, Inc. is seeking a skilled Project Manager to lead the management of a diverse project portfolio, coordinating PMO resources and project teams to ensure successful delivery.

You will oversee budgets up to $250M, manage contractor performance, and ensure compliance with contract terms, change orders, and governance processes in a dynamic environment.

Qualifications

  • BS or BA degree in Business, Engineering, Mathematics, or Construction Management.
  • 5-years construction project management experience (or related field).
  • Familiarity with permitting, engineering, and construction processes and work methods.
  • Ability to organize and prioritize work assignments with flexibility to changing priorities and to a changing environment.
  • Skills in project budgeting, project cost control, project scheduling, and project reporting.

Responsibilities

  • Plans and ensures the successful management of assigned project portfolio utilizing PMO resources and project teams.
  • Experience managing project budgets up to $250M with varying complexity and duration.
  • Guarantees quality and timely deliverables to support contract terms; reviews solicitations and prepares responses for proposals and contract modifications.
  • Manages and monitors contractor performance and output.
  • Coordinates contractor issues, change orders, claims, and disputes with management to resolve.
  • Responsible for contract administration and change order management of assigned contracts.
  • Maintains communication with upper management to advise on portfolio status, budget, and resource planning.
  • Develops project execution strategy covering scope, schedule, cost, quality, communication, resources, risks, and change control.
  • Ensures project changes are managed through governance; proactively identify risks and mitigation plans.
  • Oversees project budgets, invoicing, cash flow, cost to complete, and final cost variances.

Job description


  • Plans and ensures the successful management of assigned project portfolio utilizing the complete resources of the project management office and assigned project management teams.

  • Experience managing project budgets up to $250M, with complexity from low to extreme (degree of difficulty, level of risk, contracting strategy, stakeholder engagement), duration from several months to several years.

  • Guarantees that the contractor services and deliverables are the proper quality and obtained in a timely manner to support the terms of the contract. Reviews solicitations and prepares responses for proposals, bids and contract modifications.

  • Manages and monitors contractor performance and output.

  • Manages prompt resolution of contractor issues and change order submittals, including analyzing claims and disputes, and subsequently consults with management to resolve/negotiate claims and disputes associated with contracts.

  • Responsible for contract administration and change order management of assigned contracts.

  • Maintains communication with upper management both within and across organizations to ensure smooth running of all assigned projects. Advise leadership about the project portfolio, status, budget, and resource planning for delivering strategic business projects. Establish and nurture positive relationships with customer organizations.

  • Responsible for the development of the project execution strategy for each assigned project. This includes scope, schedule, cost, quality, communication, resource, issues, risks, change control and contractor management plans. Level of detail is driven by project size and complexity.

  • Responsible for ensuring project changes (scope, budget, and schedule) are managed through the project governance structure.

  • Proactively identify risk and mitigation plans, monitor project status, recognize negative trends and project variances, and coordinates corrective action.

  • Ensures project documents are complete, current, and stored appropriately.

  • Manages project budget. Determines appropriate revenue recognition, ensures timely and accurate invoicing, and monitors receivables for project. Accurately forecasts project cost to complete.

  • Manages cash flows and final project cost, variances, and corrective actions.

  • Oversight of contractor invoices pertaining to projects in assigned portfolio, including the verification of compliance with established invoice and accrual processes, and timely resolution of any identified discrepancies.

  • Take ownership and delivery responsibility for projects and enforce standards. Provide ongoing reconciliation between long-term goals and short-term actions. Initiates and implements new technologies, methodologies, process and procedures that will support long and short-term goals.

  • Plan, direct, and ensure the successful management of assigned project portfolio utilizing the resources provided based on project requirements.


Basic Qualifications:


  • BS or BA degree in Business, Engineering, Mathematics, or Construction Management.

  • 5-years construction project management experience (or related field).

  • Familiarity with permitting, engineering, and construction processes and work methods.

  • Ability to organize and prioritize work assignments with flexibility to quickly adapt to changing priorities and to a changing environment.

  • Skills in project budgeting, project cost control, project scheduling, and project reporting.


Preferred Qualifications:


  • Serve as staff augment Project Manager in either Transmission or Distribution group.

  • Assume responsibility of a project at initiation and execute through closeout.

  • Responsible for overseeing project development activities (pre-design scope, schedule, and risk confirmation).

  • Responsible to oversee design phase (all facets of engineering – physical/electrical, protection & control, SCADA).

  • Responsible to oversee regulatory and permitting requirements – ROW, permitting, environmental (E&S, NPDES, etc), survey, customer engagement (where required)

  • Responsible for pre-execution planning:

  • Establishment of construction resource (internal or contracted) and issue associated RFPs and PO’s

  • Outage oversight and support – ensure outages are submitted for in a timely manner in accordance with PUC and PJM requirements

  • Ensure material and procurement activities are in accordance with project schedule

  • Responsible for project execution

  • Responsible for closeout

  • Punch lists

  • Acceptance of facilities / asset commissioning

  • Administrative actions – place projects in-service, closeout financials and schedules

  • PM is not typically expected to perform any of the above functions, but rather manage and oversee the functional groups that own the responsibility

  • Develop and implement a schedule that coordinates all functional group activities in a manner that achieves the Scheduled In-Service (SIS) date and Required In-Service (RIS) date.
