Texas Water Utilities is seeking a Project Manager, Design and Construction to lead complex water and wastewater improvement projects. You’ll oversee planning, cost estimation, and coordination with operations, engineering, and contractors to ensure safety, compliance, and on-time delivery.

Requires 5–10 years in the water sector, a B.S. in Civil Engineering, and preferably Texas PE licensure. The role involves office work and site visits across Texas, with strong emphasis on teamwork and safety.

Qualifications

• Minimum 5–10 years in the water/wastewater industry or related field.
• Experience with land development projects, planning and cost estimation desired.
• Ability to collaborate with internal and external teams including land developers and city engineers.
• Texas professional engineer licensure is preferred.

Responsibilities

• Ensure timely, safe, and cost-effective project completion with proper operation instructions.
• Visit construction sites regularly to review progress and coordinate with inspectors.
• Prepare progress payments and oversee contract bids and execution.

• Assist in updating technical standards, policies and master plans.
• Ensure compliance with TCEQ and AWWA regulations.
• Promote safe working conditions and safety standards.
• Prepare reports and respond to information requests.
• Handle other duties as assigned by management.

Overview

The Project Manager, Design and Construction is responsible for all aspects of planning and completing complex water and wastewater system improvements, as well as other operational and engineering projects. The Project Manager will work collaboratively with Operations, Engineering, EHS, and others to ensure proposed projects meet TCEQ, EHS, operating, efficiency, and other requirements. The Project Manager is a service and solution provider who works with others in order to improve customer service, safety, efficiency, and the bottom line.

Employee works in a climate-controlled office environment shared by other employees or a home-office environment and will regularly visit/work at project locations.

The Project Manager for Design and Construction is responsible for:

• Provide oversight, management and delivery for the installation of transmission mains, distribution mains, wastewater collection systems, services, hydrants, generators, electric motors, pumps, boosters, chlorinating equipment, storage facilities, lift stations, water and wastewater treatment facilities, and other mechanical and electrical equipment.
• Ensures projects are completed on a timely basis in the most cost-effective and safe manner and making sure that operation instructions are prepared.
• Visits construction projects on a regular basis to review progress of construction and coordinates with engineering consultants, inspectors and contractors.
• Physical inspection of construction in progress will be required to verify work completed prior to approving progress payments.
• Responsible for contract solicitation, procurement, and negotiation for goods and services pertaining to the water and wastewater infrastructure improvements. This requires preparation or oversight of developing requests for proposals or bids and seeing the work through contract execution.
• Responsible for monitoring and controlling all relevant project documentation and storing for records retention.
• Assists with the update and improvement of the Company's technical standards, policies, and procedures.
• Assists in the preparation of an effective master plan and/or timely plant improvement and replacement program.
• Ensures all project planning materials and construction is in compliance with applicable regulations as promulgated by the Texas Commission on Environmental Quality and American Water Works Association.
• Promotes safe working conditions and ensuring safety standards are followed.
• Prepare various reports and information requests as necessary.
• May have other job-related duties assigned by management.

What You’ll Bring:

Experience: A minimum of 5- 10 years in the water/wastewater industry or related field experience is required and construction experience is preferred, including reviewing shop drawings and managing change orders. Experience with land development projects, water and wastewater planning, and project cost estimating is desired. Must be able to work well with internal and external team members, including land developers, City Engineers and Public Works Directors concerning capital improvement planning/ projects. Experience performing water and wastewater industry routine engineering practices and supervise personnel, as assigned.

Education: B. S. Degree in Civil (or a related) Engineering is required. Registration as a Texas professional engineer is preferred.

Driver’s License: Hold a valid Texas driver’s license with acceptable driving record as determined by Company insurance carrier; Familiar with safety practices and rules applicable to job duties.

SKILLS & ABILITIES

General: Has ability to perform water and wastewater industry routine engineering practices and supervise personnel as assigned. Must be detail and goal oriented and able to independently plan and execute projects with minimal supervision. Often under deadline pressure, must be able to work effectively with several projects simultaneously. Must be able to prepare written reports, letters and master plans.

Computer Skills: Knowledge of Microsoft Office Software, Microsoft Project, CAD software and/or other industry current and related software, data base program and hydraulic analysis software is required.
