Job summary

ICR, Inc. in Chantilly, VA is seeking a Project Manager to lead a team of software developers on government programs, delivering deployed solutions on schedule and within budget.

You will coordinate cross-functional teams, manage project plans, risks, and stakeholder expectations, and collaborate with Contracts, Finance, Security, Facilities, and IT to ensure program success.

Qualifications

  • Bachelor’s degree in Business, Engineering, Computer Science or related field.
  • Active TS-SCI security clearance; U.S. Citizenship required.
  • 5+ years of experience managing full lifecycle projects.
  • Proficiency with PM tools and methodologies (Agile, Scrum, Waterfall).
  • Experience developing project plans, schedules, budgets, and risk registers.

Responsibilities

  • Lead planning, execution, and delivery of projects within scope, schedule, and budget.
  • Develop detailed project plans with milestones and risk management.
  • Coordinate daily activities across cross-functional teams.
  • Communicate updates, risks, and dependencies to stakeholders.
  • Facilitate meetings, remove roadblocks, and drive momentum.
  • Track performance with metrics and ensure quality standards.
  • Manage scope changes and proper documentation/approvals.
  • Collaborate with Contracts, Finance, Security, Facilities, and IT teams.

Position Description:

Join the ICR Team to create the next generation of technologies and systems to protect our nation.As part of a small, innovative team, you will lead a team of software developers to deliver applications in support of customer‑funded programs to deliver deployed solutions.

Essential Duties and Responsibilities

  • Lead the planning, execution, and delivery of assigned projects within scope, schedule, and budget.
  • Develop detailed project plans, including milestones, timelines, resource allocation, and risk management strategies.
  • Coordinate daily activities across cross‑functional teams to ensure project progress and alignment.
  • Communicate project updates, risks, and dependencies clearly to stakeholders and leadership.
  • Facilitate meetings, remove roadblocks, and drive project momentum.
  • Track project performance using appropriate tools and metrics, ensuring adherence to quality standards.
  • Manage scope changes and ensure proper documentation, impact assessment, and approvals.
  • Ensure effective collaboration among technical teams, business stakeholders, and external partners.
  • Prepare project documentation, reports, and presentations.
  • Identify process improvements and contribute to best practices for project delivery.
  • Collaborate with Contracts, Finance, Security, Facilities, and IT teams to effectively and efficiently execute programs

Required Skills and Qualifications

  • Bachelor’s degree in Business, Engineering, Computer Science, or related field.
  • Active Top Secret security clearance with SCI access (TS‑SCI) -- U.S. Citizenship required.
  • 5+ years of experience managing full lifecycle projects.
  • Strong understanding of project management methodologies (Agile, Scrum, Waterfall).
  • Proven experience developing project plans, schedules, budgets, and risk registers.
  • Exceptional organizational, analytical, and problem‑solving skills.
  • Strong communication and interpersonal skills for interacting with technical and non‑technical audiences.
  • Ability to manage multiple projects simultaneously and work under minimal supervision.
  • Proficiency with project management tools (e.g., JIRA, Confluence, Microsoft Project, Smartsheet).
  • Ability to work effectively in team settings and build strong stakeholder relationships.

Preferred Skills and Qualifications

  • PMP, PMI‑ACP, or equivalent project management certification.
  • Experience managing technical or software development projects.
  • Familiarity with DevSecOps concepts and development lifecycles.
  • Experience working with government customers or regulated industries.
  • Strong documentation and presentation skills.

Salary Range: $130,000 - $180,000
