Job summary

ICR, Inc. is hiring a Program Manager in Chantilly, VA to lead a team of software developers supporting government programs. The role requires a TS-SCI clearance and strong leadership, budget, and communications skills.

You will coordinate with Customers, define features and schedules, manage budgets, and deliver technical presentations. The position offers equity-like benefits and a comprehensive compensation package.

Qualifications

  • Bachelor's degree in Engineering, Computer Science, Business Administration or related field.
  • Active TS-SCI clearance with SCI access (U.S. Citizenship required).
  • Experience with Agile software development and lifecycle practices.
  • 10+ years of experience managing/leading software development on government programs.
  • Strong leadership, time management, organization, decision making and communication skills.
  • Experience mentoring subordinates and giving constructive feedback.
  • Strong problem-solving abilities and initiative; able to work with minimal supervision.
  • Ability to work effectively in small teams to solve complex problems.

Essential Duties and Responsibilities:

  • Establish and maintain relationships with Customers and stakeholders
  • Work closely with customers and development teams to plan and develop features, deliverables, cost estimates, and development schedules for new projects
  • Develop and manage the budget for projects and be accountable for delivering against established business goals/objectives
  • Development and delivery of presentations for Customers and program stakeholders
  • Proposal development and capture planning and strategy for new initiatives
  • Work with other program managers to identify risks and opportunities across multiple projects
  • Analyze, evaluate, and overcome program risks, and produce program reports for sponsors
  • Document and communicate highly technical concepts effectively to technical and non-technical audiences in a clear and effective manner
  • Collaborate with Contracts, Finance, Security, Facilities, and IT teams to effectively and efficiently execute programs
Required Skills and Qualifications:
  • Bachelor's degree in Engineering, Computer Science, Business Administration or related field
  • Active Top Secret security clearance with SCI access (TS-SCI) -- U.S. Citizenship Required
  • Experience with Agile software development, lifecycle and use of associated tools
  • 10+ years of experience managing/leading the development of software systems on Government programs
  • Exceptional leadership, time management, organization, decision making, and verbal and written communication skills
  • Previous experience as a supervisor, helping mentor subordinates and providing constructive, critical feedback
  • Exceptional analytical skills and problem-solving skills
  • High level of self-initiative and self-motivation with the ability to work under minimal supervision
  • Ability to work effectively in small team settings to solve complex problems
  • Proven track record of success supporting the Government and/or Prime Contractors to deliver operational systems
Preferred Skills and Qualifications:
  • Experience negotiating with and managing suppliers and/or subcontractors
  • Working knowledge of Federal Acquisition Regulations (FAR) and Government contracting
  • Strong systems engineering and technical management skills
  • Experience building strategic plans, roadmaps, and future program plans
Salary Range: $150,000 - $230,000
