About The Role
Reporting to the Assistant Commissioner, the Project Manager / Business Analyst is a new position within the Inspectional Services Department focused on data analytics, process evaluation, and improving efficiency. The Project Manager / Business Analyst will work closely with ISD management to update the online permitting system and ISD's website, create new applications, evaluate and streamline processes, and leverage data analytics to improve the stakeholder experience with ISD. The Project Manager / Business Analyst is a highly motivated, creative thinker, skilled in project management and process analysis who can thrive in a fast-paced environment independently managing numerous projects.
Duties Include
- Work to continually improve the OpenGov permitting process, with particular attention to the use of data management, communication and the use of information technology.
- Analyze trends, develop and maintain reports, facilitate communication, and provide and implement feedback on the permitting process and internal processes.
- Work with ISD and other City department staff to review procedures, identify inefficiencies and implement improvements.
- Periodically solicit and analyze stakeholder feedback.
- Create and review forms, documents, news announcements, guides, and presentations that are provided to the public.
- Review and update website content as needed to reflect changes and updates in codes, standards, procedures, and other information.
- Train staff in department procedures and policies, working closely with Information Technology Department to develop and distribute training materials.
- Assist in developing and launching new applications for permits and licenses.
- Edit and improve existing applications.
- Develop, maintain, and analyze quarterly and monthly reports.
- Manage enforcement of the City's Short Term Rental Ordinance.
- Related duties as required.

Minimum Requirements
Education and Experience:
- Bachelor's degree in a related field and three to five years of related work experience. Preference for candidates with degrees and/or experience in Business Administration, Data Analytics, Municipal Management.
- Experience with permitting and municipal management software.
- Working knowledge of local, state, and federal codes and standards.
- Experience with quantitative and qualitative data analysis

- Self-motivated and detail-oriented; capacity to work independently, and to work collaboratively and cooperatively with colleagues.
- Ability to communicate with a diverse staff, City employees and members of the public in a courteous and professional manner.
- Ability to manage multiple projects independently and simultaneously.
- Strong computer skills, including experience with permitting software, data analytics, cloud-based systems, Smartsheet, and proficiency in Microsoft office.

Preferred Qualifications
- Master's degree in business, statistics, or related field.
- Working knowledge of OpenGov permitting software.
- Knowledge of the Cambridge community.
- Demonstrated success working in a local, state, government office setting.
Physical Demands
Ability to read and analyze large quantities of information. Must have sufficient mobility to get back and forth from office to off-site meetings. Ability to lift 30 lbs.
Work Environment
Work is conducted primarily in an office environment with fluorescent lighting, air conditioning, computers, and other standard office equipment, but also involves meetings in other offices or facilities. This position may be eligible for hybrid work under the City's Telework Policy, depending on operational needs.
