Position Summary:

Executes projects and programs to develop and sustain port infrastructure by managing all project phases, ensuring success. Performs project management functions related to engineering design, construction, studies, scope, specifications, cost estimates, procurement, start-up, and commissioning, including future planning. Coordinates work of consultants, vendors, and contractors engaged in civil, structural, electrical, marine engineering, telecommunications, security, architecture, and related areas. Reviews designs, drawings, specifications, estimates, and reports for construction documentation.

Key Responsibilities/Duties:

  • Manage and execute a wide range of projects from planning to completion, commissioning, and startup; identify requirements, analyze critical paths, and develop detailed scope, budget, and schedule.
  • Perform project management activities on all assigned port infrastructure projects.
  • Oversee project planning, ensuring compliance with Texas Water Code and engineering practices for public entities, including safety, security, environmental regulations, budgeting, scheduling, construction, and startup activities.
  • Implement and manage projects from inception to completion, utilizing best practices, and addressing business needs through scope, risk, and constraint analysis.
  • Serve as SME in at least one engineering discipline and provide sealed drawings upon request, as per Texas law.
  • Use Port Houston project management systems, recommend improvements, and assist in process development.
  • Provide oversight of designers and contractors to meet scope and cost requirements.
  • Review technical work for adequacy and completeness.
  • Coordinate and communicate with internal and external stakeholders.
  • Present project goals, technical directions, and status updates to stakeholders.
  • Prepare technical documentation and final reports for procurement.
  • Evaluate and negotiate proposals from consultants and contractors.
  • Conduct site visits for infrastructure assessment and lead repair development.
  • Prepare Requests for Commission Action and related documents.
  • Act in accordance with Port Houston core values.
  • Perform other duties as required.

Education/Experience:

  • Bachelor’s degree in engineering, construction management, architecture, or related field.
  • Master’s degree preferred.
  • 5+ years of professional engineering experience required.
  • 5+ years of project management experience preferred.
  • Texas Professional Engineer License and/or project management certification (PMP) preferred.

  • Construction techniques and sequences.
  • Mathematical and scientific principles in civil/structural engineering.
  • Port Houston contracts, construction, and budgeting knowledge.
  • Organization, time management, and prioritization skills.
  • Ability to read construction drawings and codes.
  • Detail-oriented with deadline management skills.
  • Effective communication with diverse stakeholders.
  • Ability to perform calculations and produce documentation.
  • Establish and maintain effective relationships.
  • Work independently with minimal supervision.
  • Proficiency in English communication.
  • Valid Texas driver’s license required.
  • TWIC card to be obtained within 30 days of employment.
