About The Position
The Project Manager plays a critical role in overseeing all aspects of program and project execution, ensuring that initiatives are delivered on time, within scope, and within budget. This position requires close collaboration with a wide network of interdepartmental teams, executive sponsors, and key stakeholders across state agencies to support the achievement of WaTech’s strategic goals. The projects managed in this role contribute to technology solutions that have a direct and lasting impact on government operations and the citizens of Washington. This position is part of the Project Management Office (PMO) within the Strategy and Management Division.
In this role, you will independently manage multiple small to medium-sized projects while also supporting senior Project Managers on complex initiatives. Core responsibilities include scoping and planning projects, identifying and securing necessary resources, forming and guiding cross-functional teams, delegating tasks, establishing project timelines, and tracking performance against defined metrics. You will be expected to communicate progress and risks proactively to stakeholders, conduct detailed data analysis to inform decision-making, and assist with financial oversight and budget management.
Duties
Some Of What To Expect With This Role
- Define and document project scope, objectives, deliverables, risks, issues, and methodologies that align with organizational goals.
- Proactively manage project risks, issues, and decision-making processes to minimize disruptions and maintain momentum.
- Secure approval of the project charter, identify key constraints and dependencies, and monitor progress to ensure successful outcomes.
- Implement and follow change management plans to ensure project teams and sponsors remain informed and engaged with evolving impacts.
- Identify resource gaps, capacity challenges, and potential threats to project success, offering mitigation strategies as needed.
- Develop and maintain a fully resourced project schedule to ensure timely and efficient project delivery.
- Assign project team roles, responsibilities, and tasks while ensuring alignment with skillsets and project priorities.
- Ensure all critical project activities are planned, resourced, scheduled, and successfully executed.
- Provide consulting and guidance on small-scale projects and work efforts; make recommendations to leadership based on lessons learned and observed needs.
- Facilitate resolution of conflicts or roadblocks within project teams.
- Track key project milestones, sprints, deliverables, and performance indicators.
- Manage scope, schedule, and budget throughout the full lifecycle of the project.
- Lead effective project meetings, drive task completion, and ensure staff understand task importance, deadlines, and expected outcomes.
- Foster accountability and trust through clear communication, effective facilitation, and transparency with stakeholders and team members.
- Provide informal leadership and mentoring to matrixed project teams; this role does not include direct supervisory responsibilities.
- Coach and mentor project staff on WaTech’s project management standards, tools, best practices, and the effective use of project templates.
- Support alignment with WaTech’s strategic goals through coordination and contributions to portfolio-level planning and reporting.
Qualifications
Here’s what we’re looking for:
- Nine years of experience as a project manager with small to medium projects in IT infrastructure, enterprise applications, systems maintenance, telecommunications, or enterprise network projects using proven project management processes, tools, and techniques.
- A bachelor’s or higher degree involving a major study in information system technology, business, public administration, or allied field.
- Experience in Agile teams applying frameworks and best practices on projects.
- Experience with Change Management methodologies and frameworks or Certified Change Management Professional (CCMP) certification. Comparable education or certification will be considered.
- Formal project management coursework such as UW PM certification or similar training.
- Strong communication skills and experience documenting and communicating Project Management Office program objectives, customer needs and management expectations.
- Proficiency in project leadership skills, demonstrated by lead project management experience and/or education; including all aspects of process development and execution.
- Experience in educating, fact-finding, influencing, negotiating, collaborating, and summarizing to / for customers with ability to actively listen and interact effectively with others across a board spectrum of managerial, administrative, and technical staff.
- Experience in Microsoft Office tools (MS Project, PowerPoint, Excel, Word, and Visio and SharePoint. Expert level experience with Microsoft Project Server / Project Online (POL) to coach staff/peers.
- In-depth understanding of the Project Management Body of Knowledge (PMBOK) framework, concepts, and principles. This includes project risk management, constraint management, project scope management, and program/project management lifecycle.
- Support WaTech’s strategic goals by fostering a project environment that prioritizes early risk identification and informed decision-making to ensure long-term success.
- Demonstrated record of successful project management of medium scale, high visibility projects with multiple business and technical interested parties.
Preference May Be Granted To Applicants With The Following
- Master level or higher degree involving a major study in information system technology, business, public administration, computer science, project management or related field.
- Three years of experience managing professional technology staff within state government or in a related field in private industry.
- Project Management Professional (PMP) certification.
- Knowledge of technical environments, cloud, virtual, physical infrastructure environments, enterprise applications development/implementation, software systems, telephony, storage environments.

Telework: This position is a hybrid position. Telework is available. However, the position requires the incumbent to be onsite as needed for training and meetings and some group work activities.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement And Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
