Job description

Indev is seeking a Project Manager who can support a federal agency account in the greater Washington, DC area, specifically Ashburn, VA. We are looking for a highly motivated leader with previous digital transformation experience delivering, managing, and selling innovative technical solutions in Application/Software Development, Legacy Application Migration, and DevSecOps.

Candidate will directly support high-quality delivery, customer relationship management, recruiting, and support proposal development. Ideal candidate will have existing federal agency clearance and ideally, relationships with IT customers at the CBP and DHS. The ideal candidate for this position can support enterprise technology and platform strategies, and enterprise architecture and governance programs. Experience managing highly visible technology innovation programs and rapid evaluation of technology alternatives is required. Candidate must have outstanding personnel management and communication skills, and have experience eliciting stakeholder requirements and system feature requirements for incorporation into existing systems. This role primarily consists of billable work directly supporting our federal customers.

YOUR FUTURE DUTIES AND RESPONSIBILITIES

  • Active DHS CBP clearance required to be eligible for this role.
  • Develop close relationships with Indev’s agency customers and serve as a technical subject matter expert and leader empowered to drive customer delivery.
  • Provide day-to-day consulting services to our agency customers in service areas such as Agile Software Development, Cloud, DevOps, Data Analytics, Agile Transformation, User Interface and User Experience, Digital Modernization, and Cybersecurity.
  • Directly support high-quality delivery, customer relationship management, recruiting, and proposal development.
  • Utilize knowledge of government IT contracting, acquisition trends and federal customer buying behaviors.
  • Performs day-to-day management of delivery order projects, from original concept through final implementation.
  • Utilizes proven skills in those technical areas addressed by the delivery order to analyze new and complex project related problems and create innovative solutions involving financial management, scheduling, technology, methodology, tools, and solution components.
  • Organizes, directs, and coordinates the planning and production of all activities associated with assigned delivery order projects.
  • Defines project scope and objectives including developing detailed work plans, schedules, project estimates, resource plans, status reports, and project and financial tracking and analysis.
  • Conducts project meetings and ensures quality standards.
  • Represents the Client to external organizations and delivers presentations with a high degree of comfort speaking with executives, IT management, and IT architects.
  • Collaborate closely with business stakeholders, including senior leadership, to define and gather technical and business requirements for software implementations and solutions.
  • Conduct analysis and document business processes, identifying areas for improvement and supporting the design of optimal automation solutions.
  • Partner with stakeholders to review and refine user stories, acceptance criteria, and ensure alignment with business objectives.
  • Support planning sessions and contribute expertise to Release and Sprint Planning, ensuring project timelines and milestones are met.
  • Proposal development including color reviews, developing win themes, discriminators, value propositions and embedding this in the finished proposal products.

REQUIRED QUALIFICATIONS TO BE SUCCESSFUL IN THIS ROLE

  • Bachelor’s degree in computer science, Information Systems, Engineering, Business, or other related disciplines
  • 7+ years’ experience successfully managing and delivering complex technical programs or projects to federal customers on time and within budget
  • 3+ years software development, operation and maintenance, and COTS implementation experience within the Federal Government market
  • Demonstrated ability to develop and maintain strong relationships with customers, ensuring high levels of satisfaction and engagement throughout the project lifecycle
  • Expertise in gathering and understanding customer requirements and translating them into actionable project plans and deliverables
  • Ability to effectively communicate technical concepts and project status to both technical and non-technical stakeholders, ensuring transparency and alignment
  • Deep customer relationships within the CBP and DHS market
  • Experience managing team of technical and business consultants
  • Experience recruiting and hiring exceptional technical talent
  • Domain technical expertise in a relevant technical field such as Agile Software Development, Cloud Engineering, DevOps, and SaaS/PaaS Implementation, in addition to formal management education and experience
  • Experience with all aspects of capture management, including developing and submitting winning proposals
  • Highly developed oral and written communication and presentation skills with the ability to convey technical and business concepts to various audiences
  • Ability to handle complex customer situations and interact with all levels of personnel to provide a quick and effective resolution
  • PMP Certification

Clearance: Must be a U.S. Citizen and be able to maintain a U.S. Federal government client badge, and be required to pass a government Public Trust background investigation.
