Head of Division - Heavy Civil & General Building Construction

Position Overview  The Project Manager will be responsible for overseeing all phases of assigned NYC Department of Design and Construction (DDC) and other public works projects, from preconstruction through closeout. This role requires strong leadership, deep familiarity with DDC contract requirements, and the ability to deliver projects safely, on schedule, within budget, and to the highest quality standards.

Key Responsibilities
  • Manage project planning, scheduling, budgeting, and execution from award through completion
  • Oversee DDC-specific documentation, including daily reports, RFIs, submittals, change orders, and payment applications
  • Coordinate subcontractors, vendors, and internal field teams to maintain schedule, cost control, and quality
  • Lead progress meetings with agency representatives, consultants, and internal stakeholders
  • Ensure compliance with DDC specifications, EEO/EBO goals, safety requirements, and environmental regulations
  • Review contract documents, design drawings, and shop drawings for constructability and accuracy
  • Prepare monthly requisitions, schedule updates, cost forecasts, and project reports
  • Collaborate with estimating, field operations, and accounting teams to support efficient project delivery
  • Mentor and support Assistant Project Managers and field engineers
Qualifications
  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field (or equivalent experience)
  • 5–10+ years of experience managing NYC DDC or similar public infrastructure projects
  • Strong knowledge of DDC contract structure, reporting requirements, and documentation procedures
  • Proven experience delivering heavy civil, utility, and roadway projects in New York City
  • Proficiency with project management software such as HCSS HeavyJob/HeavyBid, Sage 300, Primavera P6, MS Project, and Microsoft Office
  • Strong leadership, communication, and problem‑solving skills
  • OSHA 30 required; NYC DDC and NYSDOT experience strongly preferred
