Brunel in Texas is seeking an experienced Engineering and Project Management professional with a Bachelor’s Degree in Engineering and 10+ years’ track record of delivering capital projects in refining, petrochemical, oil, and gas facilities. You will plan, engineer, execute, and manage complex projects while ensuring safety, quality, schedules, and budgets are met.

Qualifications

  • Bachelor’s Degree in Engineering.
  • 10+ years of Project Management experience within refining, petrochemical, oil, and gas industries.
  • 5+ years serving as a Project Manager with direct accountability for overall project delivery.
  • Experience leading FEL development activities, gate reviews, and management approval processes.
  • Experience developing and executing Project Execution Plans.
  • Experience managing capital projects through planning, design, execution, commissioning, startup, and closeout phases.
  • Knowledge of cost estimating, budget administration, forecasting, and cash flow management.
  • Experience developing, monitoring, and managing project schedules and performance metrics.
  • Experience with contractor selection processes, bid evaluations, contracting strategies, and contract administration.
  • Experience managing vendors, fabricators, and specialty contractors.
  • Strong background in project risk identification, assessment, and mitigation.
  • Experience overseeing Quality Assurance and Quality Control activities.
  • Proven ability to engage refinery stakeholders and lead cross-functional project teams.
  • Strong commitment to safety leadership and incident-free project execution.
  • Experience developing KPIs and monitoring project performance.

  • Typical work schedule is 40 hours per week, with occasional 45-hour weeks and additional hours during outage activities when necessary.

Position Overview

Seeking an experienced Engineering and Project Management professional with a Bachelor's Degree in Engineering and more than 10 years of proven experience delivering capital projects within refining, petrochemical, oil, and gas facilities. This role is responsible for planning, engineering, executing, and managing complex projects while ensuring compliance with technical requirements, safety expectations, quality standards, schedules, and budget objectives.

The position requires hands-on experience working in operating refinery environments and partnering closely with Operations, Maintenance, Engineering, Procurement, Contractors, and Leadership teams to successfully execute projects throughout the full project lifecycle.

The successful candidate will possess extensive experience with Front-End Loading (FEL), stage-gate processes, Project Execution Plans, procurement activities, risk management, cost and schedule control, construction oversight, commissioning, startup, and project closeout. This role requires the ability to build and lead project teams, manage engineering and contractor resources, and maintain accountability for project performance from concept development through completion.

The role also requires strong stakeholder engagement skills, including collaboration with refinery personnel during project planning, development, procurement, risk assessment and mitigation, cost and schedule management, and safe project execution. Additional responsibilities include change management, vendor management, cash flow forecasting, KPI development, project performance tracking, quality oversight, and ensuring project objectives are achieved safely, efficiently, and cost-effectively.

Candidates should demonstrate exceptional leadership, communication, presentation, negotiation, analytical, and problem-solving skills, with the ability to manage multiple priorities and deliver successful project outcomes in demanding environments. A strong understanding of industry standards, engineering practices, regulatory requirements, quality systems, and refinery operations is required, along with a commitment to operational excellence, continuous improvement, and stakeholder satisfaction.
