Job summary

The City of Richmond, Department of Public Utilities, seeks a qualified Project Manager to support the Water Resources group by managing all aspects of the Community Rating System (CRS) program and reporting, the MS4 program and reporting, and some stormwater plan reviews.   • Five (5) years of professional experience in area related to assignment.
  • Equivalent combination of training and experience may be used to meet qualifications.

Responsibilities

  • Manage the City's CRS program for compliance with FEMA's National Flood Insurance Program.
  • Prepare and submit annual recertification packages and five-year verification packages per FEMA requirements.
  • Evaluate floodplain modeling input data and analyze results for proposed development.
  • Stay updated on flooding, stormwater, and environmental changes to regulations and guidance.
  • Coordinate with stakeholders on MS4 Program Plan implementation and annual reporting.

Description

The City of Richmond, Department of Public Utilities, is seeking a qualified Project Manager to support the Water Resources group by managing all aspects of the Community Rating System program and reporting, the MS4 program and reporting, and some stormwater plan review. As assigned, work may include performing high level database analysis and queries; editing data; providing user support and training; and developing and maintaining policies and procedures. Additionally, incumbents may serve as lead workers, assigning work and monitoring work completion.

  • Managing the City's CRS program for compliance with FEMA's National Flood Insurance Program.
  • Preparing and submitting annual recertification packages and five-year verification packages in accordance with FEMA requirements.
  • Evaluating floodplain modeling input data and analyzing results for proposed development.
  • Staying updated on the latest flooding, stormwater, and environmental changes to local and state regulations and guidance.
  • Working closely with the communications department to develop outreach initiatives to citizens and schools.
  • Acting as the primary point of contact for gathering and disseminating all MS4 related documentation required for annual reporting.
  • Coordinating and preparing periodic updates with other stakeholders on MS4 Program Plan implementation of the City’s MS4 Program Plan.
  • Working in conjunction with other staff to approve permits and land use projects in a timely fashion to meet departmental metrics.
  • Learning and understanding all of the utilities within the city and the scope of services offered to citizens and the key staff responsible for implementing those services
Qualifications, Special Certifications And Licenses
MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's Degree in environmental science, civil or environmental, engineering, or water resources engineering.
  • Five (5) years of professional experience in area related to assignment
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS, And/or OTHER SPECIAL REQUIREMENTS
  • Dual VA DEQ Stormwater Plan Reviewer within 1 year of hire
  • ASFPM Certified Floodplain Manager within 1 year of hire

ENVIRONMENTAL HAZARDS

Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to reach extending hands and arms in any direction, stand, push, pull, lift, finger (picking, pinching or otherwise working primarily with fingers), grasp applying pressure to an object with fingers or palms, talk, see, and hear. The employee is frequently required to climb, balance, stoop, crouch, crawl, walk, feel and use substantial repetitive motions of the wrists, hands and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
