NEW Solutions seeks a Project Manager for Pinnacles National Park (PINN) under the ESP with the National Park Service to handle planning, construction and asset management initiatives.

The role supports facility development, coordination with agency staff, and regional program collaboration. This is a part-time engagement at Paicines, CA, with enrollment under the ESP program and at-will employment terms.

Qualifications

  • AA Degree in Landscape Architecture, Historical Architecture, Historic Preservation, Engineering, Project Management (Construction) with minimum 5 years experience in construction or PM.
  • Ability to work in a team or independently; communicates effectively; valid state driver's license.
  • Experience with Windows, MS Word, MS Excel, MS Teams, MS Outlook.

Responsibilities

  • Lead PINN's project team through formulation, site development and delivery on projects.
  • Assist Bear Valley School development project planning and execution.
  • Review PMIS project plans and propose improvements.
  • Serve as COR consultant and draft responses to inquiries.

These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Qualifications

AA Degree in Landscape Architecture, Historical Architecture, Historic Preservation, Engineering, Project Management (Construction) with minimum additional experience of 5 year(s) in construction management or project management



  • Ability to work both within a team setting, but also independently; mature, responsible and adaptable with a demonstrable willingness to learn; ability to effectively communicate orally and in writing; self-motivated with ability to maintain a positive attitude; and possess a valid, clean, state-issued driver's license.

Duties

This position is located at Pinnacles National Park (PINN) and will work directly with the Facilities Management Division and the Superintendent's Office. The position will provide technical support including project management for all activities associated with the planning and construction of new facilities, rehabilitation of existing facilities, and the development of 5 year asset management plan. PINN includes numerous buildings of various structural types and uses, with park managed roads and trail systems. The historical, cultural, natural and archaeological diversity of park assets requires the application of a high level of knowledge and experience in asset management operations.The enrollee may also assist other parks with project management support within the Pacific West Region of the National Park Service as time and funding allows.



  • Applies foundational skills and experience in project management and facilitation to lead PINN's project team through project formulation, site development, and delivery on the projects related to the East Side Development Project and to improving visitor facilities in the campground and throughout the East Side of the Park. Assists PINN superintendent and regional program managers in determining project scope, schedules, budget, staffing needs and appropriate level of quality.30%

  • The enrollee will assist the project manager for the Bear Valley School development project, conducting all activities relevant to the planning, coordinating and execution of plans created by the NPS and designated contractors.30%

  • The enrollee will review the park's current project plan for facilities in the Project Management Information System (PMIS) and make recommendations for changes and improvements based on knowledge of park facility management and historic preservation and consultation with park staff to assess capacity for future project implementation.20%

  • The enrollee will serve as a consultant to the Contracting Officer's Representative (COR) for associated projects that require such expertise. Enrollee may conduct project briefings, including regional work sessions and at service-wide Development Advisory Board meetings. Accurately draft responses to Congressional inquiries and other information requests as needed.20%

  • Health and Safety Considerations: The ESP enrollee will enroll in Operational Leadership (NPS safety course) if necessary and attend park-wide safety standdowns as appropriate. ESP enrollee will also participate in safety tailgate meetings as appropriate.

  • Required Safety Gear: ESP enrollee will be issued hard hat, goggles, etc. if entering construction zones. ESP enrollee will also be issued any hearing protection and respiratory masks as required. Fit tests will be performed as necessary.

  • Physical requirements: Enrollee may be required to walk or hike to the various sites or trails in the park. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
