The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Health Department, FPHNYC incubates innovative public health initiatives implemented by the NYC Health Department to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

Program Overview

The Enhancing Quality in Childcare through Developmental Screenings (EQCCDS) goal is to increase developmental screenings in non-DOE childcare programs located in 23 zip codes in Brooklyn and Queens neighborhoods that have low rates of referral to the Early Intervention Program. Specifically, this project aims to:

  • Integrate developmental screenings into childcare program’s procedures and services, and thereby, raising the quality of the programs.
  • Identify children with potential disabilities or developmental delays and help their families access the early intervention program so that their children can get evaluated, and if found eligible, receive services.
  • Increase and promote racial equity in identification of delays and receipt of developmental services among children ages birth to five years in NYC.

Position Overview

Reporting to the BEI Quality Child Care (QCC) Director, the Project Manager is responsible for facilitating compliance to methodology, timelines and deliverables; track outreach to child care programs and outcomes; participate in the hiring and interviewing of staff; troubleshoot issues with the QCC director; facilitate communications among the QCC team, the EQCCDS team, the NY Fund, and Robin Hood; create emails, presentations, correspondences, meeting notes, agendas, and other related materials as needed; and schedule regular BEI team meetings and meetings with the Bureau of Child Care and external partners. This individual works with the EQCCDS EI Early Childhood Consultants to track, monitor, and document all aspects of the initiative including recruitment, training, surveys, program incentives, child referrals, and referral outcomes. They also serve as the point of contact for participating childcare programs that may have parent, or staff concerns about developmental screenings and the integration process. This individual will work with programs to support the integration of developmental screenings and will document project experiences, and what was learned from the outcomes for the EQCCDS project findings report.

Responsibilities

Manage and monitor the collection of data from multiple childcare programs. Liaise and serve as the point of contact for the EQCCDS project with participating childcare programs. Support childcare programs with guidance and follow-up as they integrate developmental screenings into their programs. Responsible for procurement: Organize, track and purchase all materials via the FPHNYC related to the EQCCDS project (e.g., equipment, ASQ, cell phones). Create systems and lead the collection of data received from childcare centers. Track, organize, and document information collected from childcare participants. Review, organize and prepare data collected for presentations. Work collaboratively with the data analyst. Create and design power point presentation decks and other communication strategies. Organize and plan meetings for BEI, BCC, and QCC leadership. Assist leadership with trainings and gathering of materials. Write and create reports as needed or as scheduled for the BEI, the NY Fund and for Robin Hood. Provide strong written and verbal communication skills. Provide administrative support to BEI and the QCC team. Provide note taking skills at leadership meetings that are accurate, clear and concise. Collaborate and effectively communicate with appropriate staff in the NYC Health Department, FPHNYC, Robin Hood, and participating childcare programs.

Qualifications

  • Experience working with young children and understanding developmental screenings is preferred.
  • Master’s degree with experience in Early Childhood Education, Special Education, Education, Social Work, Social Services, Human Services, or related field highly desirable; or a bachelor’s degree with experience in these areas acceptable.
  • Understanding the importance of developmental screenings for children’s optimal health and development.
  • Understanding of qualitative and quantitative data and analytic techniques.
  • Strong relationship builder with excellent interpersonal and communication skills.
  • Strong writing, organizational and technology skill set that supports making reports, presentations, spreadsheets and high-level documents.
  • Ability to analyze and review high-level data timely for reports, documents, and presentations.
  • Experience with tracking, collecting, understanding, and organizing high volumes of data.
  • Ability to provide excellent customer service and problem-solving skills.
  • Ability to work independently, be flexible, and handle multiple relationships simultaneously.
  • Experience managing volunteer partners.
  • Experience working with marginalized populations.
