Overview
The State of Alabama's Office of Information Technology is seeking an experienced Project Manager to oversee coordination, status reporting, and stability of IT project-oriented work efforts. This role ensures projects are delivered on time, within budget, and to high-quality standards. The Project Manager will establish and implement project management processes and methodologies, assemble project plans, direct and monitor team efforts, and address issues as they arise. This mid-level management position involves coordinating communication across the enterprise and mentoring project staff.
Key Responsibilities
- Overall Project Coordination and Stability: Coordinate, report on status, and ensure stability of IT projects; ensure delivery on time, within budget, high quality, and alignment with customer expectations.
- Project Management Processes and Methodologies: Establish and implement project management processes and methodologies tailored to the IT community; ensure consistent application to maintain stability and quality.
- Project Planning and Teamwork Assignments: Assemble project plans, define scopes, manage daily work, identify resource needs, perform quality reviews, and escalate issues as needed.
- Tracking and Adjusting Project Milestones: Track milestones and adjust plans/resources to meet needs; maintain flexibility for scope/timeline changes.
- Enterprise-wide Communication: Facilitate communication across areas impacting scope, budget, risk, and resources; keep stakeholders informed and aligned.
- Assistance to Program Managers: Partner with senior management to identify IT opportunities and act as a liaison between project teams and executive leadership.
- Management and Mentorship: Lead cross-functional projects of medium to high complexity and mentor project leaders and staff.
- Resource and Change Management: Apply resource management and change management practices to ensure efficient execution and balanced workloads across projects.
Skills Required
- Mid-Level Management: Experience in a middle management role, managing medium to large-sized, moderately to highly complex projects.
- Project Management Expertise: Knowledge of methodologies (PMI, Agile, Waterfall) and tools; strong resource management and change management skills.
- Leadership and Mentorship: Ability to manage and mentor project leaders and cross-functional teams.
- Communication and Collaboration: Strong ability to coordinate with multiple stakeholders and convey complex details to diverse audiences.
- Problem Solving and Adaptability: Proactive risk identification and plan adaptation in dynamic environments.
Skills Preferred
- Experience managing IT projects in government/public sector environments.
- Familiarity with project management tools (e.g., Microsoft Project, JIRA, Trello).
- Demonstrated soft skills and ability to handle ambiguous situations.
- Knowledge of IT operations, ITIL and ITSM practices.
Experience Required
- Industry Experience: Typically 6 years of IT work experience, including 4+ years managing projects with multi-technology scope.
- Project Management: Proven success in leading medium to large-sized projects, delivering on time and within budget.
Experience Preferred
Additional public sector experience managing large-scale IT projects is a plus.

Education
- Required: Bachelor’s Degree (BS or BAS) in Computer Science, Information Systems, Business Administration, or related field. Equivalent work experience considered.
- Project Management certification (e.g., PMP, PRINCE2) or completion of a recognized project management curriculum is required.
- Preferred: Advanced project management certifications (e.g., SAFe, Lean, Six Sigma, Scrum).
