The Intelligence and National Security Alliance seeks a Mechanical Project Manager to plan, manage, and execute capital and maintenance projects in a refinery.   • Experience managing contractors and multidisciplinary teams.
  • Experience handling multi-million-dollar capital projects.

Responsibilities

  • Manage capital and expense projects from conception through startup and closeout.
  • Develop project scopes, estimates, schedules, and execution strategies.
  • Coordinate engineering, procurement, construction, operations, maintenance, and contractor activities.
  • Lead multidisciplinary project teams to ensure successful project execution.
  • Review and approve engineering deliverables, specifications, and contractor work packages.
  • Monitor project budgets, forecasts, schedules, and risk mitigation plans.
  • Support HAZOP, PSSR, MOC, and process safety initiatives.
  • Manage construction activities and contractor performance in the field.
  • Ensure compliance with refinery safety requirements, OSHA regulations, environmental standards, and company policies.
  • Coordinate commissioning, startup, and turnover activities.
  • Provide routine project status updates to management and stakeholders.

The Mechanical Project Manager is responsible for planning, managing, and executing capital and maintenance projects within a refinery environment. This role oversees projects involving fixed equipment, rotating equipment, piping systems, terminals, utilities, and process unit modifications from concept development through commissioning and startup. The successful candidate will possess strong mechanical engineering and project management experience, ensuring projects are completed safely, on schedule, within budget, and in compliance with refinery standards and regulatory requirements.

Key Responsibilities

Required Qualifications
Education
  • Bachelor's Degree in Mechanical Engineering required.
Experience
  • Minimum 8 years of project management experience in refining, petrochemical, chemical processing, oil & gas, power generation, or other heavy industrial facilities.
  • Proven experience managing mechanical capital projects in an operating plant environment.
  • Experience leading projects from FEL/FEED through construction and startup.
  • Demonstrated experience managing contractors, engineering firms, and construction teams.
  • Experience managing projects ranging from maintenance improvements to multi-million-dollar capital projects.
