Job summary

Colorado Network Staffing (CNS) seeks an IT/OT Project Manager – Asset & Spatial Management to lead complex technology, geospatial, and utility network initiatives for Colorado Springs Utilities. The role oversees planning, coordination, and execution across multiple long-term programs from 2026 onward.

The ideal candidate will manage a ~ $10M capital budget, coordinate internal stakeholders and suppliers, and ensure governance, schedule, cost, and quality targets are met.

IT/OT Project Manager – Asset & Spatial ManagementLocation: Colorado Springs, COCompany: Colorado Network Staffing (CNS)Position Type: Full-TimeClient: Colorado Springs UtilitiesCertification: PMP RequiredPosition SummaryColorado Network Staffing (CNS) is seeking an experienced IT/OT Project Manager – Asset & Spatial Management to support Colorado Springs Utilities with the planning, coordination, and execution of complex technology, geospatial, utility network, and infrastructure-related initiatives.The Project Manager will provide leadership across multiple long-term programs involving Utility Network implementation, cadastral data migration, geospatial digital as-builting, procurement activities, and intergovernmental agreements (IGAs). This position will be responsible for coordinating internal stakeholders, external suppliers, project schedules, budgets, deliverables, risks, and dependencies to support successful project execution.The position will also support the transition of existing Asset & Spatial Management (ASM) IT/OT project management responsibilities while establishing continuity across active and upcoming initiatives. A strong foundation in project management methodologies and a current Project Management Professional (PMP) certification are required.Essential FunctionsProject Management & LeadershipManage assigned IT/OT, Asset & Spatial Management, geospatial, and utility-related projects from planning through implementation and closeout.Develop and maintain project plans, schedules, milestones, budgets, deliverables, and resource requirements.Coordinate activities across internal departments, technical teams, business stakeholders, suppliers, and other project partners.Facilitate project meetings and communicate project status, decisions, risks, issues, and action items to appropriate stakeholders.Identify project risks, dependencies, constraints, and potential impacts and develop appropriate mitigation strategies.Monitor project performance against established scope, schedule, budget, and quality expectations.Manage multiple concurrent projects and priorities while maintaining alignment with organizational objectives.Provide clear and consistent project documentation and executive-level status reporting as required.Utility Network ImplementationProvide project management support for the Utility Network Implementation Program, currently anticipated to run from 2026 through 2031.Support management of an approximately $10 million capital budget involving multiple suppliers.Coordinate project schedules, deliverables, dependencies, resources, and supplier activities.Work with technical and business stakeholders to establish project requirements, implementation priorities, and milestones.Track project expenditures and support capital budget planning and reporting.Coordinate interdependent activities associated with utility network implementation and related geospatial initiatives.Identify and communicate implementation risks, schedule impacts, and resource constraints.Geospatial & Cadastral Data InitiativesManage the Cadastral Fabric Migration in coordination with the Utility Network Migration.Coordinate project activities between geospatial, technical, operational, and business teams.Support planning and execution of the Geospatial Digital As-Builting Program, anticipated for 2027 through 2031.Establish schedules, milestones, responsibilities, and deliverables for geospatial initiatives.Monitor dependencies between utility network, cadastral, and digital as-built activities.Coordinate data migration activities and associated project requirements with appropriate technical stakeholders.Support implementation planning to minimize operational disruptions and maintain project continuity.Procurement & RFP SupportSupport development and coordination of the PPGA Request for Proposal (RFP) for the anticipated 2028 procurement cycle.Coordinate with technical, procurement, legal, operational, and business stakeholders to develop project and solicitation requirements.Assist with establishing RFP schedules, milestones, deliverables, and stakeholder responsibilities.Support documentation development, review cycles, and procurement-related project coordination.Maintain organized records of requirements, decisions, action items, and supporting documentation throughout the procurement process.Intergovernmental Agreement CoordinationProvide project management support for the update and rewrite of the El Paso County Intergovernmental Agreement (IGA) as the existing 25-year agreement approaches expiration.Support the update and rewrite of the City of Colorado Springs IGA.Coordinate internal stakeholders involved in reviewing technical, operational, business, and administrative requirements.Develop and maintain schedules, action items, milestones, and documentation associated with IGA updates.Facilitate communication and coordination among applicable internal and external stakeholders.Track decisions, dependencies, approvals, and outstanding requirements through completion.Project Transition & ContinuitySupport the transition of existing ASM IT/OT Project Manager responsibilities to ensure continuity of ongoing projects and initiatives.Review current project documentation, schedules, deliverables, risks, budgets, and outstanding action items.Establish a clear understanding of active projects, upcoming milestones, stakeholder expectations, and organizational priorities.Maintain continuity of communication with internal teams, suppliers, and other project stakeholders.Identify gaps in project documentation or processes and coordinate appropriate follow-up.Establish consistent project management practices across assigned initiatives.Budget, Supplier & Stakeholder ManagementCoordinate with multiple suppliers and internal stakeholders throughout project planning and execution.Monitor project budgets, expenditures, forecasts, and financial performance as applicable.Track supplier deliverables and ensure activities remain aligned with established project requirements and schedules.Facilitate resolution of project issues involving multiple teams or suppliers.Build productive working relationships with technical teams, operational
