Job summary

GIS Conversion Supervisor

Colorado Springs Utilities is seeking a GIS Conversion Supervisor to lead enterprise GIS data conversion and migration projects that support critical utility operations and infrastructure management. This role oversees the migration and maintenance of data from legacy systems, CAD drawings, paper records, and field-collected sources into modern GIS platforms while ensuring data accuracy, integrity, and compliance with organizational standards.

The successful candidate will supervise GIS Conversion Technicians, manage project schedules and resources, establish QA/QC processes, and serve as the organization's subject matter expert for GIS data conversion and spatial data quality. Working closely with Engineering, Operations, Asset Management, and IT, this leader will drive enterprise GIS initiatives, support utility asset management, and promote continuous improvement in geospatial data processes.

Key Areas of Focus

  • Lead and supervise GIS conversion staff, including work assignments, coaching, performance management, and development.
  • Plan, coordinate, and monitor GIS conversion projects to ensure timely and successful completion.
  • Develop and maintain data conversion methodologies, standards, procedures, and best practices.
  • Oversee the migration of data from legacy systems, CAD drawings, paper records, and field-collected sources into GIS platforms.
  • Establish and manage quality assurance and quality control processes to ensure data accuracy, completeness, and consistency.
  • Manage infrastructure records supporting electric, gas, water, wastewater, and fiber utility assets.
  • Collaborate with business partners to define project requirements, priorities, and deliverables.
  • Resolve technical issues, data discrepancies, and workflow challenges throughout project lifecycles.
  • Prepare and present project status updates, performance metrics, and recommendations to leadership.
  • Identify opportunities to improve processes through automation, scripting, and technology enhancements.
  • Manage contractor and vendor relationships associated with conversion projects.
  • Support enterprise GIS strategy, data governance initiatives, and long-term asset management objectives.

Who you are…

  • Demonstrated years of progressively responsible GIS experience, including data conversion and migration projects.
  • Demonstrated years of supervisory, lead, or project leadership experience.
  • Experience with Esri technologies, including ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online.
  • Experience managing large-scale GIS conversion or migration projects.
  • Strong understanding of geospatial data standards, coordinate systems, projections, and metadata requirements.
  • Excellent communication, organizational, analytical, and problem-solving skills.

Preferred Qualifications

  • Bachelor's degree in Geographic Information Systems (GIS), Geography, Geospatial Science, Engineering, Computer Science, Information Systems, or a related field.
  • GIS Professional (GISP) certification.
  • Project Management Professional (PMP) certification.
  • Experience within utility, telecommunications, transportation, or asset management environments.
  • Proficiency with automation and scripting tools such as Python, SQL, FME, or Arcade.
  • Knowledge of enterprise GIS architecture, data governance, and asset management principles.


PHYSICAL REQUIREMENTS/WORKING CONDITIONS:

  • Exerting up to 10 pounds of force occasionally (1/3 of the time), and/or a negligible amount of force frequently (1/3 to 2/3 of the time) to lift, carry, push, or pull objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs are sedentary only if walking and standing are required only occasionally and all other criteria are met.
  • Positions in this class typically require talking, hearing, seeing and repetitive motions within an office working environment.
