ARES is seeking a Project Manager to provide remote portfolio management support for the Office of the Chief Information Officer (OCIO) in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency’s enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA’s Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA’s message, eMITS integrates services for NASA IT and provides NASA’s communication to the outside world. JOB DESCRIPTION / FUNCTIONAL RESPONSIBILITIES:
This position will include but not be limited to the following activities:
- Assist with performing database analytics and maintaining Digital Solution Portfolio as part of the Agency Roadmap Manager (ARM).
- Perform analytics to identify opportunities for digital transformation and collaboration within OCIO orgs and across the Agency.
- Assist in developing a continuous improvement process for the Digital Transformation’s Digital Solution Portfolio.
- Assist with developing and maintaining IT Project Portfolio policy and process.
- Implement and ensure compliance with project portfolio management best practices across OCIO.
- Provide portfolio management training, including workshops and materials, requiring expertise in PowerPoint and Mural.
- Establish, assess, and report portfolio management metrics using NASA tools.
- Support working groups, boards, and meetings to promote portfolio management best practices, including reviewing documents and providing recommendations.
- Assist with data gathering for monthly/quarterly/annual reviews using the OCIO PPM Toolset.
- Review policies and processes for impacts on portfolio management.
- Develop and maintain portfolio management Configuration Item (CI) templates and perform quality checks.
- Generate requirements for the OCIO portfolio management toolset and perform testing to ensure requirements are met.
- Provide training and support for portfolio management toolset users.
- Support program/project management reviews and conduct Continual Service Improvement (CSI) efforts.
- Track and report portfolio risks and issues, analyze IT Project Plans for gaps and dependencies.
- Author, edit, and analyze IT Project Plans.
- Support governing boards and ensure portfolio outcomes align with NASA’s IT Strategic Plan.
- Develop and present executive-level reports.
The position will also deliver:
- Performance Management Objectives and Key Results for Digital Transformation
- Training packages on Program and Project Management for Digital Transformation
- Risks, Objectives, and Key Results (OKRs) tracking and reporting
- Requirements documentation for enterprise tools
- Weekly status reports within the OCIO Weekly Reporting tool
This position may be remote, hybrid, or onsite, with travel costs borne by the employee for badge access and equipment pickup at the nearest NASA Center.
EDUCATION AND PREVIOUS WORK REQUIREMENTS:
- Minimum education: BA/BS in Project Management, Communications, Business Administration, or IT-related discipline
- Minimum experience: 6 years
MINIMUM REQUIREMENTS:
- Proficient in Microsoft Office 365, SharePoint, and Box
- 6+ years project management experience
- 3-5 years portfolio management experience with strong analytic skills
- 3 years performance management experience spanning outcomes, project planning, and operational delivery
- Project Management Professional (PMP) certification
- Experience with Objectives and Key Results (OKRs) and/or Balanced Scorecard
- Experience with performance visualization tools
