Job description

The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) seeks a Project Manager to support a multi-year, multi-city domestic grant-funded program. The first of its kind in the world, the Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world class research in order to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service.

The Project Manager will play a central role in structuring and coordinating the Center's work on a major Innovation Team (i-team) program to support City Halls and communities around the country. i-teams unlock creativity from within city governments and the communities they serve, taking partners and stakeholders through an evidence-based process to tackle the big problems in their cities no one has yet been able to solve, generate more ambitious responses, and test and adapt interventions until they produce impact.

The Project Manager will work closely with program leadership to ensure that each city's i-team is supported with the full range of available resources, such as training and varied advisory support. The Project Manager will also help develop and implement a consistent and organized flow of information and reporting from cities to the wider program team, initiative partners and Center leadership. Overall, this work will require exceptional organizational skills, stakeholder and relationship management skills, and energy and passion for the mission of this program.

Specific Duties & Responsibilities

  • Excellent problem-solving skills and ability to set priorities and respond quickly as priorities change.
  • Define and document project scope, objectives, and outcomes.
  • Create plans for multi-year, multi-million-dollar innovation programs in multiple cities across the US. This includes setting project targets and milestones as well as partner deliverables and deadlines.
  • Coordinate partner and client engagement in collaborative design and delivery.
  • Provide project updates to internal and external stakeholders and manage stakeholder expectations.
  • Supervise i-team Directors, setting clear compliance expectations, providing guidance on team management strategies, and fulfilling all administrative functions.
  • Build and sustain productive relationships with city leaders to effectively synthesize local and program oversight of i-teams.
  • Maintain effective communication and feedback channels with executives, managers, and partners to keep the project aligned with goals.
  • Prepare project status reports, risk management assessments, and other program lifecycle reports and documentation.
  • Create briefings, presentations, and talking points about the program and cities, including spotlights on specific cities and their local initiatives for a variety of audiences, including but not limited to funder meetings and public speaking events.
  • Regularly assess project execution and make effective decisions when presented with multiple options for how to progress.
  • Manage collaborator coordination when multiple units are assigned to the same project to ensure team actions remain in synergy.
  • Assess client needs, identify the resource best positioned to meet them, and activate internal subject matter experts or external partners.
  • Adjust schedules and targets as situations may require ensuring project goals are met. Promote synergies with teams across the Center to propose and develop sustainable and innovative solutions.
  • Oversee or execute special projects, as needed. Perform other duties, as assigned.

Minimum Qualifications
  • Bachelor's Degree
  • Five years related experience
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Five years of project management experience.
  • Interest in city government and experience working in the public sector or adjacent industries, including management or change management consulting.
  • Project Management Professional (PMP) certification.

Salary Range

The referenced salary range represents the minimum and maximum salaries for this position and is based on Johns Hopkins University's good faith belief at the time of posting. Not all candidates will be eligible for the upper end of the salary range. The actual compensation offered to the selected candidate may vary and will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, internal equity, market conditions, education/training and other factors, as reasonably determined by the University.

Total Rewards
The referenced base salary range represents the low and high end of Johns Hopkins University's salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
