ABOUT THE OPPORTUNITY

My client is developing a new power plant in Southcentral Alaska. Structured as a project financed independent power producer, the facility is intended to give Alaska a secure, affordable source of baseload power for utilities and other large customers, and to support long-term economic growth across the region.

The project will move from concept through permitting, financing, engineering, procurement, construction, commissioning, and commercial operation. This role is central to that work at every stage.

POSITION SUMMARY

This is a senior Owner’s Representative and technical lead role, responsible for helping deliver the project from early development through commercial operation. It combines hands‑on engineering leadership with project management discipline: coordinating the teams and outside partners that do the work, bringing technical and commercial rigor to major decisions, and protecting the Owner’s interests in cost, schedule, quality, and safety.

KEY RESPONSIBILITIES
Strategic Leadership & Owner Representation
  • Support project execution across all phases as a trusted Owner’s Representative.
  • Coordinate the project’s teams and outside partners, including EPC contractors (several based in South Korea), engineering consultants, legal advisors, permitting specialists, utilities, fuel suppliers, and equipment manufacturers.
  • Prepare and present materials for executive leadership, steering committees, lenders, investors, and strategic partners.
  • Inform major investment decisions through technical evaluations, risk assessments, and cost-benefit analyses.
Project Development & Execution
  • Lead engineering reviews, design coordination, value‑engineering and constructability studies, schedule development, and cost estimating. Terra Energy Center Corporation Senior Project Engineer / Project Manager
  • Support project controls, forecasting, change management, contracting strategy, procurement planning, and risk mitigation.
  • Ensure fuel supply, fuel‑handling infrastructure, and power‑generation assets are well integrated.
Engineering & Technical Oversight
  • Provide Owner’s oversight of boilers, steam turbine generators, electrical systems, transmission interconnections, and substations.
  • Cover environmental control systems, water treatment, and fuel‑handling facilities, along with distributed control systems (DCS), automation, and balance‑of‑plant equipment.
  • Support readiness for future technology integration as the design develops.
Regulatory & Stakeholder Engagement
  • Support federal, state, and local permitting, and help prepare technical documents, permit applications, and regulatory responses.
  • Work with regulatory agencies, utilities, community leaders, Alaska Native organizations, infrastructure partners, and environmental consultants.
Construction, Commissioning & Startup
  • Take part in contractor selection, bid evaluations, and contracting.
  • Provide field construction oversight, quality‑assurance inspections, and factory acceptance testing.
  • Support commissioning, startup, performance testing, and operational-readiness reviews, then help turn completed systems over to the operations and maintenance team.
REQUIRED QUALIFICATIONS
  • Bachelor’s degree in Mechanical, Electrical, Civil, or Construction Engineering, or a related field.
  • Seven or more years supporting major industrial, mining, utility, energy, or infrastructure projects.
  • Proven experience with EPC contractors, engineering reviews, construction execution, and complex capital-project delivery.
PREFERRED QUALIFICATIONS
  • Professional Engineer (PE) license and/or PMP certification.
  • Thermal power generation or heavy industrial project experience.
  • Owner’s-engineering and international project experience.
  • Work on projects exceeding $250 million in total installed cost.
  • Familiarity with project finance, or working with international (e.g., Korean) partners.
KEY COMPETENCIES
  • Strong technical judgment, with an eye for the cost and schedule consequences of engineering decisions.
  • Clear communication with both technical teams and executive or investor audiences.
  • Effective collaboration across international partners and time zones.
  • Comfort with the ambiguity and pace of an early-stage development.
  • Consistent attention to safety, quality, cost, and schedule.
TRAVEL

Periodic travel throughout Alaska, plus domestic and international travel (including to South Korea) for engineering reviews, vendor audits, fabrication inspections, factory acceptance testing, construction oversight, and commissioning.

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
  • A mix of office work and time on active construction and industrial sites.
  • Ability to move around construction sites, including uneven terrain, elevated platforms, and confinedspaces, and to wear required personal protective equipment.
  • Field work at remote Alaska locations and in cold-weather, winter‑construction conditions.
