Responsibilities

• Plan, manage, and oversee capital improvement projects from conceptual planning through final completion.
• Administer utility relocation projects including project coordination, SUA, reimbursement documentation, scheduling, and construction oversight.
• Coordinate with project personnel, consulting engineers, contractors, and utility staff to ensure compliance with requirements and procedures.
• Oversee construction activities for water transmission lines, storage tanks, treatment plants, and related facilities.
• Manage SRF funded projects, ensuring compliance with funding requirements, reporting, and procurement procedures.
• Coordinate permitting, environmental documentation, engineering reviews, bid administration, and construction management.
• Assist with utility master planning including capacity expansions and long-range planning.
• Coordinate PFAS/PFOA treatment projects including GAC and RO systems.
• Oversee test well development and related regulatory coordination.
• Review engineering plans, estimates, change orders, and project schedules.
• Monitor budgets, schedules, contractor performance, and deliverables.
• Conduct field inspections and project meetings to ensure compliance with plans and safety standards.
• Prepare reports and updates for executive management and Board.

The Capital Projects Manager is responsible for planning, coordinating, and managing complex capital improvement projects and infrastructure programs for Sharyland Water Supply Corporation (SWSC), may include TXDOT water line relocations, water treatment plant improvements, elevated storage tanks, transmission and distribution infrastructure, test well development, and emerging contaminant treatment projects involving PFAS/PFOA removal technologies. This position serves as the primary liaison between SWSC, TXDOT, TWDB, engineering consultants, contractors, developers, and regulatory agencies, while administering multiple TWDB State Revolving Fund (SRF) funded projects, overseeing in-house construction crews, and ensuring compliance with applicable funding requirements, reimbursement procedures, utility agreements, procurement standards, and regulatory requirements.

• Plans, manages, and oversees capital improvement projects from conceptual planning through final completion.
  Administers utility relocation projects including project coordination, utility agreements, Supplemental Utility Agreements (SUA), reimbursement documentation, scheduling, and construction oversight.
• Coordinates closely with project personnel, consulting engineers, contractors, and utility staff to ensure compliance with project requirements, schedules, and reimbursement procedures.
• Oversee construction activities associated with water transmission lines, distribution infrastructure, elevated storage tanks, booster stations, water treatment plants, and related utility facilities.
• Manages TWDB State Revolving Fund (SRF) funded projects and ensures compliance with all funding requirements, reporting obligations, procurement procedures, and regulatory standards.
• Coordinates project planning, permitting, environmental documentation, engineering reviews, bid administration, and construction management activities.
• Assists with utility master planning efforts including water treatment plant capacity expansions, infrastructure replacement programs, and long-range capital improvement planning.
• Coordinates emerging contaminant treatment projects involving PFAS/PFOA removal technologies including Granular Activated Carbon (GAC) and Reverse Osmosis (RO) membrane systems.
• Oversees test well development projects and associated engineering, environmental, and regulatory coordination activities.
• Reviews engineering plans, specifications, estimates, contractor pay applications, change orders, and project schedules.
• Monitors project budgets, schedules, contractor performance, funding utilization, and project deliverables.
• Conducts field inspections, project meetings, and construction coordination activities to ensure compliance with plans, specifications, safety requirements, and utility standards.
• Prepares reports, presentations, Board agenda items, project updates, and capital improvement documentation for executive management and Board of Directors.
• Coordinates with operations and distribution departments to minimize service interruptions during construction activities.
• Assists with procurement and contractor selection processes in accordance with applicable procurement regulations and funding requirements.
• Maintains project documentation, reimbursement records, grant documentation, compliance files, and construction records.
• Ensures compliance with applicable safety standards, utility regulations, environmental requirements, and construction practices.
• Responds to operational emergencies and infrastructure-related issues as needed.
• Performs other related duties as assigned.

Education and Experience

• Bachelor’s degree in Civil Engineering, Construction Management, Public Administration, Business Administration, Project Management or a closely related field; or an equivalent combination of education, training, certifications, and directly related experience that the knowledge, skills, and abilities required to successfully perform the essential functions of the position.
• o In lieu of a bachelor's degree, candidates may qualify with seven (7) to ten (10) years of progressively responsible and directly related experience in utility infrastructure, capital project management, municipal construction, engineering support, public works, or water utility operations. Experience must demonstrate competencies comparable to those normally acquired through the required education.
• Minimum of five (5) years of progressively responsible experience in utility infrastructure project management, municipal engineering, construction management, or related public works initiatives preferred.
• Experience managing water utility capital improvement projects strongly preferred.
• Experience with utility relocation projects, reimbursement processes, and Supplemental Utility Agreements (SUA) strongly preferred.
• Experience managing TWDB State Revolving Fund (SRF) funded projects preferred.
• Project Management Professional (PMP) certification preferred.
• Professional Engineer (PE) license in the State of Texas preferred.
• Certified Construction Manager (CCM) certification considered a plus.
• Valid Texas driver’s license required.
