Job summary

City of Garland seeks a seasoned engineer to manage the Water and Wastewater Capital Improvement program from design through construction. You will ensure projects conform to federal, state, and city regulations, coordinate with agencies, and lead budget oversight for complex CIP activities.

Ideal candidates hold a PE license, have 10+ years in public works design/construction, and can supervise teams while aligning with city priorities and risk management. This role reports to Public Works.

Qualifications

  • Bachelor’s degree in civil engineering or related field.
  • 10 years related experience.
  • 3 years supervisory experience.
  • Registered Professional Engineer.

Responsibilities

  • Oversee Water/Wastewater CIP from design to construction completion.
  • Ensure compliance with federal, state, and local regulations and ordinances.
  • Coordinate designs with other agencies and obtain necessary permits.

Job description

Summary

Responsible for overall management of Water and Wastewater Capital Improvement plan from design to construction completion to ensure the projects, Public Works construction and other related programs are monitored and conformed to federal, state, and local regulations and ordinances.

Pay Range

: $102,043 - $143,000 (Depending on qualifications and experience)

Essential Duties and Responsibilities

include the following. Other duties may be assigned.

  • Ensure compliance of Water/Wastewater Capital Improvement plans including Water, Wastewater mains and Wastewater Treatment plant upgrades to the approved federal regulations, state regulations and city Code of Ordinance and policy specifications.
  • Coordinate designs with other cities, state and federal agencies that may be impacted and/or have jurisdictional control within certain areas of the proposed project and obtain permits when necessary.
  • Responsible for managing project budget during design and construction phase. Review any deviations or variations of construction from approved plans and make decision of acceptability.
  • Develop and implement asset management and long-term planning for improvements to the Water Distribution and Wastewater Collection Systems.
  • Coordinate staff and consultants needed for complex analyses and engineering feasibility studies.
  • Develop policy and procedures for water/wastewater operations.
  • Provide guidance on hydrologic issues.
  • Assists with reports to City Council. Assist with water resources management programs with North Texas Municipal Water District.
  • Manage response to customer inquiries with appropriate actions, coordinate customer claims for property damage with Risk Management.
  • Monitor, modify and/or develop new procedures and processes to review and approve Capital Improvement plans.
  • Coordinates with other departments by reviewing water/wastewater construction plans for site permit applications, CIP projects and attend pre-construction meetings.
  • Review and analyze the effect of new federal or state legislation on city water/wastewater plans, facilities, and programs.
  • Review and approve design engineer and contractor invoices.
Minimum Qualifications
  • Bachelor’s degree in civil engineering or related field
  • 10 years related experience.
  • 3 years supervisory experience
  • Registered Professional Engineer

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education / Experience:

  • Master’s degree in civil engineering, Municipal Engineering or a related field of study
  • 10+ years experience in public works design and/or construction
  • Professional Engineer License
  • Project Management Professional (PMP)
Knowledge, Skills & Abilities
  • Comprehensive knowledge of Water distribution system and wastewater collection system, construction principles and the ability to effectively apply means & methods of good construction to public works projects
  • Extensive knowledge of design principles for public works construction
  • Extensive knowledge of federal, state and local land development regulations
  • Extensive knowledge of Civil Engineering principals, techniques and practices
  • Advance skill in Microsoft Office applications, Bluebeam, GIS
  • Ability to read, write and interpret construction documents and plans
  • Ability to effectively communicate written and orally in English
Licenses and Certifications
  • Valid Class C Texas driver's license
  • Licensed Professional Engineer as certified by the Texas Board of Professional Engineers
