The Opportunity

CACI is seeking a highly organized Senior Project Management Specialist for the United States Secret Service (USSS) contract, supporting the Department of Homeland Security. This role offers a unique opportunity to enhance national security by providing coordination, governance, and program management support for the establishment and operationalization of modern product management practices within the USSS Office of the Chief Information Officer (OCIO). As a Senior Project Management Specialist, you will serve as the organizational backbone of the product management function—coordinating product management initiatives, schedules, dependencies, risks, milestones, and deliverables to ensure disciplined execution of product roadmaps and priorities. You will support product governance, stakeholder engagement, reporting, and continuous improvement activities while maintaining visibility into product performance and delivery progress. Working closely with the Product Management Expert, product owners, and cross-functional teams, you will ensure that product management activities are well-coordinated, documented, and aligned with organizational objectives. Responsibilities
  • Coordinate product management initiatives, schedules, dependencies, risks, milestones, and deliverables to ensure disciplined execution of product roadmaps; develop and maintain integrated schedules aligned with enterprise priorities tracking product delivery progress, variances, and critical path items
  • Support product governance activities by coordinating governance forums, preparing materials, tracking decisions, and ensuring follow-through; ensure adherence to Product Management Framework & Playbook
  • Support Stakeholder Engagement Plan execution; prepare stakeholder communications including status updates, agendas, and briefing materials
  • Develop and maintain reporting mechanisms providing leadership visibility into product performance and portfolio health; prepare regular status reports, executive summaries, portfolio performance briefings, and visualizations; contribute to Product Success Metrics Dashboard
  • Identify, track, and manage risks and issues related to product delivery; maintain comprehensive Risk & Issue Register ensuring timely escalation and resolution; coordinate risk mitigation activities and track corrective action plans to closure
  • Manage dependencies across products, technical teams, and organizational initiatives; support integration with enterprise architecture and cybersecurity standards throughout product planning and delivery
  • Coordinate development and delivery of key deliverables including Product Management Framework & Playbook, Product Portfolio & Roadmap, Standardized Product Templates, Product Backlog & Prioritization Model, Government Product Owner Training Package, Stakeholder Engagement Plan, Change Management & Adoption Plan, Product Sunsetting/Transition Plans, and Continuous Improvement Reports
  • Support product lifecycle management from conception through delivery, operations, improvement, and sunsetting; coordinate product intake processes and Product Sunsetting/Transition Plans development
  • Support change management and adoption activities by coordinating training, communications, and stakeholder engagement initiatives; develop and maintain product management documentation, templates, standards, and reference materials
  • Facilitate product management meetings, planning sessions, and coordination forums; develop agendas, capture notes, and track action items
Qualifications

Required:

  • Master's degree + 7 years of experience in program/project management, product coordination, or PMO operations; equivalencies considered (16 years of experience with no degree, AA + 12 years' experience, BA/BS + 10 years' experience)
  • Ability to obtain a Public Trust clearance
  • Proven experience coordinating complex initiatives with multiple stakeholders, dependencies, and deliverables
  • Strong project management skills with ability to manage schedules, track milestones, and monitor progress
  • Excellent organizational skills with exceptional attention to detail and ability to manage multiple priorities
  • Experience with governance support, reporting, and stakeholder coordination
  • Strong proficiency with project management and collaboration tools (MS Project, Jira, Azure DevOps, SharePoint, Confluence)
  • Outstanding communication skills with ability to interact effectively with executives, technical teams, and diverse stakeholders
  • Demonstrated ability to identify risks, manage issues, and coordinate resolution activities

Desired:

  • Federal government IT or product delivery experience, particularly within DHS, law enforcement, or national security agencies; understanding of enterprise architecture, cybersecurity integration, and federal IT governance
  • Project Management Professional (PMP), Certified Scrum Master (CSM), Professional Scrum Master (PSM), SAFe, Program Management Professional (PgMP), or Portfolio Management Professional (PfMP) certifications
  • Experience with product management practices, agile methodologies, product lifecycle management, PMO operations, program coordination, or portfolio management
  • Familiarity with ServiceNow platform or IT service management products; knowledge of change management principles and adoption strategies
  • Strong facilitation skills; experience with data analysis and visualization tools (Power BI, Tableau, Excel); familiarity with risk management frameworks and issue tracking systems
