Job summary

Qualifications

Responsibilities

• Partner with business partners and internal customers to intake new work requests, understand business needs, clarify scope, and document project requirements.
• Develop early project scope, assumptions, constraints, financial information, and planning details needed to move work through the project intake and development process.
• Coordinate preliminary estimates by gathering project information, sending estimate requests to engineers or technical teams, reviewing returned estimates, and resolving questions or gaps.
• Prepare and maintain labor planning, contingency planning, and financial planning information based on engineering inputs and project needs.
• Create JIRA Epics and Features and related project records so work can be routed to the appropriate regional teams when ready for execution.
• Use Transmission’s P6 schedule and other systems of record to verify accounting information, review upcoming work, and align project planning with transmission schedules and business timelines.
• Attend and participate in frequent meetings with business partners, engineering teams, regional teams, product owners, and other stakeholders.
• Track decisions, issues, assumptions, risks, dependencies, and action items, and ensure timely follow‑up after meetings.
• Maintain accurate project documentation, financial inputs, status updates, and handoff information in the appropriate tools and systems.
• Support coordination across telecom, transmission, generation, solar, facilities, and regional IT teams to ensure project information is complete before work is assigned for delivery.

Primary Talent Partners has a new contract opening for a Project IT Manager I with our large power and utilities client in St. Petersburg, FL. This is a 12‑month contract with a potential for extension.

Pay:

$46.00 - $51.00/hr; W2 contract, no PTO, no Benefits. ACA-compliant supplemental package available for enrollment. Candidates must be legally authorized to work in the United States and must be able to sit on Primary Talent Partners W2 without sponsorship.

Description

We are seeking an experienced Project Manager to support early‑stage development and planning of infrastructure work across generation, transmission, telecom, solar, facilities, real estate, and regional IT enterprise initiatives. This role will work directly with business partners and internal customers to intake new work requests, clarify needs, define scope, gather financial information, coordinate estimates, and prepare work for delivery by regional teams.

The successful candidate must be highly organized, comfortable working across multiple stakeholder groups, and able to manage a large volume of planning activity, meetings, follow‑ups, and documentation. This position is not primarily an execution‑only project management role; it is focused on developing work requests into clearly defined, financially supported, and properly documented projects that can be handed off for implementation.

Required Qualifications:

• Project management, project coordination, business relationship, estimating, planning, or project development experience, preferably supporting infrastructure, utility, telecom, construction, facilities, generation, transmission, solar, or renewable energy work.
• Demonstrated ability to gather business requirements, clarify scope, document assumptions, and coordinate work across multiple internal teams.
• Experience supporting project estimates, financial planning, budget inputs, labor planning, contingency planning, or related project controls activities.
• Strong organizational skills with the ability to manage multiple work requests, meetings, follow‑ups, and documentation needs at the same time.
• Strong written and verbal communication skills, including the ability to summarize project information clearly for business partners, engineering teams, regional teams, and leadership.
• Experience planning, attending, facilitating, or documenting project meetings, including decisions, risks, dependencies, action items, and follow‑up activities.
• Ability to work independently with minimal supervision while managing competing priorities and maintaining attention to detail.
• Valid driver’s license.
• Commitment to attend in‑office staff meetings every Tuesday morning at St.Petersburg, FL.
• Commitment to work in the office three days per week, with Tuesday and Wednesday required onsite days, at St. Petersburg, FL.

Preferred Qualifications:

• Background in telecommunications, IT, utility infrastructure, transmission, generation, solar, facilities, construction, or project development environments.
• Experience using Microsoft Office, Outlook, Teams, JIRA, Primavera/P6, Business Objects, or similar project, scheduling, financial, or reporting tools.
• Experience creating or maintaining JIRA Epics, Features, tasks, or similar structured work records.
• Familiarity with Transmission P6 schedules, accounting verification, project cost structures, estimates, forecasts, or project funding processes.
• Experience coordinating with engineers, technical teams, product owners, business partners, regional teams, or field organizations.
• Familiarity with one or more telecom or infrastructure disciplines, such as data networking, transport equipment, radio frequency systems, DC power, fiber optics, construction, or facilities‑related work.

Work Environment:

• This position will be based primarily in the St. Petersburg office.
• The role will involve frequent meetings, coordination with business partners and internal teams, and review of project, financial, scheduling, and handoff information.
• Occasional travel may be required for customer meetings, planning discussions, site visits, or coordination within the Florida territory.
• The selected candidate should be prepared to support work across any Florida region based on business need.
