Job summary

D2 Technical Services in Springfield, VA seeks a Project/Implementation Manager to lead complex IT projects for our intelligence community customer. You will guide cross‑functional teams, manage scope, schedule, and cost, and ensure mission success in a high‑stakes environment.

The role requires a TS/SCI clearance, 5+ years of project management experience, and proven ability to coordinate with government stakeholders.

Qualifications

Responsibilities

  • Direct the end-to-end lifecycle of complex IT projects and systems engineering tasks from initiation through delivery.
  • Drive technical staff, including engineers, developers, operations teams and multi‑disciplinary service lanes.
  • Manage scope, schedule, milestone‑based invoicing inputs, and resource allocation to meet aggressive mission milestones.
  • Proactively mitigate risks, identify technical bottlenecks, and drive rapid solutions to ensure zero mission downtime.
  • Serve as the primary liaison and trusted advisor to intelligence customer stakeholders.
  • Host high‑level technical exchange meetings (TEMs), participate in program management reviews, and customer briefings.
  • Anticipate evolving customer requirements to help spearhead program growth.
  • Mitigate risks and potential roadblocks to the project.
  • Interact with vendors, other agencies, subcontractors, and other client staff on behalf of the client.
  • Coordinate development of deliverables and products.
  • Ensure quality assurance of project deliverables.
  • Maintain current knowledge of relevant technology.
  • Participate in special projects as required.
  • Review future project requirements and develop strategies for future work.

Our work depends on a TS/SCI cleared Project/Implementation Manager joining our team to support our intelligence customer in Springfield, VA (preferred) or St. Louis, MO.

HOW A PROJECT/IMPLEMENTATION MANAGER WILL MAKE AN IMPACT

Provides comprehensive technical, administrative, and operational leadership for mission critical IT projects. Drives execution across the full project lifecycle, maintaining accountability for scope, cost, schedule, and technical performance. Orchestrates cross‑functional engineering and operational teams in a matrixed environment, guiding the resolution of complex technical issues to accelerate project completion. Coordinates directly with client customers and client stakeholders to ensure seamless mission success and complete customer satisfaction. Manages or directs resources required to perform assigned project or tasks (s) – this is a project manager role where you will own and drive the execution of an assigned portfolio of IT projects.

What You Bring to the Team

5+ years of relevant experience in project or task management

Active TS/SCI security clearance (required)

Proven ability to lead medium to large teams or departments with complex workflows
