Job summary

ASR International is seeking a Field Engineer/Construction Management Support to provide construction management services for NAVFAC NW contracts at NBK locations in Bremerton, WA. The role requires ability to obtain security clearance and to support government representatives with documentation of conformance to contract requirements.

Client: NAVFAC NW -Facilities Engineering and Acquisition Division(FEAD) Bremerton
Location: Naval Base Kitsap (NBK) – Puget Sound Naval Shipyard, Bremerton, WA and Bangor, WA
Title: Field Engineer/Construction Management Support
Clearance: Ability to successfully clear background and security checks
Scope: Provide construction management support services for construction contracts located within the Naval Facilities Engineering System Command Northwest (NAVFAC NW) area of responsibility (AOR).

Duties / Responsibilities include, but not limited to the following:

  • Furnish the FEAD or their designated Government representatives with documentation indicating whether the construction conforms to the contract requirements.
  • Coordinate requests from Construction Contractor and the GovernmentClient.
  • Review Request for Information (RFIs) and provide analysisto the Government Representative.
  • Review submittals and provide analysisto the Government Representative.
  • Provide Quality Assurance (QA) onthe adequacy of the construction contractor’s quality control program.
  • Monitor three-phases of control checklists for accuracy and thoroughness.
  • Monitor compliance with environmental protection requirements and document all findings.
  • Follow NAVFAC Business Management System (BMS), Business Operations Plan (BOP) and associated Naval Engineering Training and Operating Procedures Standards (NETOPS) in the execution oftasks.
  • Provide construction schedule review/analysis with notes/comments/recommendations.
  • Report and document instances of non-compliance with quality control and safety requirements
  • Monitor and document construction surveying, materials, &system testing conducted by the construction contractor.
  • Review/analysis of the daily construction quality control, safety, &production reports.

Qualifications:

  • 5+ years of experience as a Field Engineer, Construction Manager, Project Manager, Project Controls Manager, or COTR Navy or other DoDConstruction Projects is desired. General construction management knowledge and experience is required at a minimum.
  • Ability to create and review government project and construction estimates and overall knowledge of the project estimating process is desired.
  • Experience using construction estimating software such as CostWorks/RS Means, Success Estimator, Xactimate, Hard Dollar, Sage/Timberline, Bluebeam,is desired.
  • Knowledgeable in Primavera scheduling software and/or other construction scheduling software packages, and Scheduling conceptslogic networking, critical path method of scheduling, and cost loaded schedules is desirable.
  • Knowledgeable inthe three-phases of control and Construction Quality Management System.
  • Sound understanding of construction concepts, principles, and practices applicable to multi-disciplined engineering projects and the design, layout, and supervision of construction operation.
  • Thorough knowledge of construction practices and methods and construction management skills.
  • Ability to read, write and speak fluent English to report on progress and outcome of technical assignments and to present recommendations to government personnel.

Education and Other Job Requirements:

  • Bachelor of Science (BS) degree in engineering, architecture, building construction, construction science, construction management, or a BAin a Business-relatedfield from an accredited college or University is preferred.
  • Licensed/Certified PE’s, EIT’s and Architectsare exempt from education requirements.
  • USACE/ NAVFAC Construction Quality Management(CQM) for Contractors Training and Certification will need to be obtained within 60 days if not already certified.
  • Physical Requirements: The work requires some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. The work may requirecommon physical characteristics and abilities such as above average agility and dexterity. Regularly conducts quality assurance reviews of construction. Much of the time is spent walking, crouching, and standingto conduct quality assurance reviews.
  • Valid driver’s license.
  • Proof of U.S. Citizenship.
  • Ability to pass background check and obtain security clearance as needed.
