Job summary

Holtec in Camden, NJ, seeks a Project Engineering Manager to lead engineering execution for the SMR-300 project. You will own work packages, manage interfaces across engineering, procurement, construction, and operations, and ensure delivery within budget and schedule.

The role requires a Bachelor's in Engineering and at least 10 years of experience in nuclear, power, EPC, or related industries. Strong leadership, planning, and communication skills are essential; travel is expected 10–20%.

Qualifications

  • Bachelor’s degree in Engineering from an accredited institution in Mechanical, Nuclear, Electrical, Civil, Chemical, or related field.
  • Minimum 10 years of progressive engineering, project engineering, project management, or project delivery experience in nuclear, power, EPC, or heavy industrial environments.
  • Experience managing engineering work scopes from proposal through detailed design, procurement support, construction support, and turnover.
  • Strong knowledge of project controls, scheduling, cost management, estimating, risk management, change control, WBS, and reporting.
  • Experience coordinating multidisciplinary teams, planning professionals, procurement, construction, and client stakeholders.

Responsibilities

  • Lead development of project work packages, including scope, deliverables, estimates, WBS, baseline schedules, and kickoff documentation.
  • Manage engineering execution for assigned scopes within budgets, schedules, quality, and safety requirements.
  • Coordinate interfaces across engineering, operations, maintenance, constructability, and brownfield needs.
  • Own project interface management and ensure cross-functional coordination.
  • Resolve technical questions and engineering issues during design, procurement, fabrication, and construction.
  • Lead technical bid evaluations and prepare evaluation reports.
  • Work with controls/planning teams to develop and monitor schedules.
  • Prepare dashboards, risk registers, and status reports.
  • Lead kickoff meetings and ensure alignment with scope, budget, and procedures.
  • Participate in safety/design reviews, constructability assessments, and procurement reviews.
  • Support field engineering issues, readiness, drawings holds, and change notices.
  • Manage change control processes and document impacts to scope, cost, and risk.
  • Identify and mitigate project risks across engineering, procurement, and construction.
  • Maintain compliance with procedures, QA, and safety expectations.
  • Deliver responsive client service while meeting schedule and budget.
  • Travel ~10–20% as required.

Job description

Project Engineering Manager leads engineering execution for assigned SMR-300 project work scopes. This role is responsible for ensuring complete and executable work packages, managing technical interfaces, supporting procurement and construction activities, controlling project scope and changes, and driving safe, high-quality project delivery within approved budgets and schedules. The successful candidate will partner closely with engineering, procurement, construction, operations, maintenance, project leadership, and client stakeholders throughout the project lifecycle.

Primary Responsibilities:
  • Lead development of project work packages, including scope, deliverables, estimates, work breakdown structures (WBS), baseline schedules, and project kickoff documentation.
  • Manage engineering execution for assigned project scopes, ensuring delivery within approved budgets, schedules, quality standards, and safety expectations.
  • Coordinate engineering, operations, maintenance, constructability, and brownfield integration requirements throughout project execution.
  • Own project interface management activities and ensure effective coordination across engineering, procurement, construction, operations, and maintenance teams.
  • Manage and facilitate timely resolution of technical questions and engineering issues during design, procurement, fabrication, and construction activities.
  • Lead technical bid evaluations and coordinate preparation of technical bid evaluation reports.
  • Work closely with project controls and planning teams to develop, maintain, monitor, and recover project schedules as necessary.
  • Prepare and maintain project dashboards, action trackers, risk registers, change logs, work order updates, and status reports.
  • Lead project kickoff meetings and maintain alignment with approved project scope, budget, schedule, quality expectations, and procedures.
  • Participate in safety reviews, design reviews, constructability assessments, procurement reviews, and project readiness activities.
  • Support resolution of field engineering issues, construction readiness concerns, drawing holds, work package modifications, and site technical inquiries.
  • Manage project change control processes and ensure impacts to scope, schedule, cost, and risk are properly documented and approved.
  • Identify, assess, and mitigate project risks related to engineering, procurement, interfaces, design maturity, safety, quality, cost, and schedule performance.
  • Maintain compliance with project procedures, configuration management requirements, quality assurance standards, and safety expectations.
  • Deliver responsive client service by executing assigned work safely, on schedule, and within budget.
  • Travel approximately 10-20% as required.
Requirements:
  • Bachelor’s degree in Engineering from an accredited institution; Mechanical, Nuclear, Electrical, Civil, Chemical, or related engineering discipline required.
  • Minimum 10 years of progressive engineering, project engineering, project management, or project delivery experience within the nuclear, power generation, EPC, heavy industrial, or similar technical industries.
  • Demonstrated experience managing engineering work scopes from proposal and scope definition through detailed design, procurement support, construction support, and turnover.
  • Strong knowledge of project controls, scheduling, cost management, estimating, risk management, change control, work breakdown structures, and project performance reporting.Experience coordinating multidisciplinary engineering teams, planning professionals, procurement personnel, construction teams, vendors, and project stakeholders.
  • Experience supporting technical bid evaluations, design reviews, constructability reviews, interface resolution, and site engineering support activities.
  • Ability to work within structured project procedures, quality programs, and configuration management requirements.
  • Excellent communication, leadership, coordination, and stakeholder management skills.
Preferred Qualifications
  • Professional Engineer (PE), Project Management Professional (PMP), or similar project delivery certification.
  • Experience supporting commercial nuclear power plants, advanced reactor programs, SMR development, major plant modifications, or large capital projects in regulated environments.
  • Familiarity with U.S. NRC requirements, quality assurance programs, design control processes, procurement engineering, and configuration management.
  • Experience using Primavera P6, Microsoft Project, or similar project scheduling and controls tools.
  • Experience supporting supplier oversight, fabrication readiness, field engineering, work package development, and construction readiness activities.
  • Experience developing project dashboards, risk registers, action trackers, change notices, work order proposals, and client-facing reports.
  • Experience supporting startup, commissioning, turnover, operations readiness, or asset integration activities.
Compensation:
  • Annual compensation based on skills and experience ranging from$165,000 to $185,000.
