Aqua Pennsylvania, a leader in the water utility industry, is seeking a motivated and skilled Project Engineer to join our team.

Position Overview

As a Capital Project Engineer, you will oversee and manage a variety of capital improvement projects for Aqua Pennsylvania’s water and wastewater systems, including rehabilitation of existing facilities and development of new infrastructure. The role requires frequent travel across Northeastern Pennsylvania, occasional overnight stays, and the ability to juggle multiple office‑based and field‑based responsibilities.

Essential Duties and Responsibilities
  • System Planning & Improvement: Prepare studies and reports to guide future system needs and improvements for both water and wastewater systems.
  • Capital Improvement Plans: Assist in the development and implementation of annual capital improvement plans, identifying and prioritizing projects and estimating associated costs.
  • Project Management: Manage a range of capital projects across both water and wastewater sectors (e.g., water main replacements, sewer rehabilitation, treatment plants, storage tanks, booster stations, lift stations, valve vaults).
  • Permit & Regulatory Compliance: Prepare and manage permit applications, securing approvals at local, state, and federal levels.
  • Bid Process & Contract Management: Prepare bid documents, oversee the bidding process, and manage contract requirements throughout the project.
  • Collaboration & Coordination: Work closely with department heads, design drafters, consultants, construction coordinators, and contractors to meet company standards and regulatory guidelines.
  • Financial Management: Track project budgets, progress, and timelines using Aqua Pennsylvania’s financial systems.
  • Professional Development: Stay informed about industry trends, technologies, and regulatory changes through seminars and training.
  • Engineering Due Diligence: Provide technical due diligence for potential acquisitions, evaluating existing infrastructure and estimating required improvements.
  • Data Management: Maintain and update system maps, hydraulic models, specifications, and related records.
  • Safety & Inspections: Support safety inspections and evaluations for infrastructure projects, including dams and other facilities.
Qualifications
  • Education: Bachelor’s degree in Civil or Environmental Engineering.
  • Experience: 5+ years of design experience focused on water and wastewater projects.
  • Licensing: Professional Engineer (P.E.) certification or the ability to obtain it within 12 months of hire.
  • Driver’s License: Pennsylvania driver’s license and ability to operate a company vehicle.
Knowledge, Skills, and Abilities
  • Proficiency in CAD software, WaterGEMS, SewerGEMS, and Microsoft Office Suite (Excel, Word, Teams).
  • Strong written and verbal communication skills.
  • Ability to prioritize tasks and manage multiple projects simultaneously in a fast‑paced environment.
  • Excellent interpersonal skills for collaboration with internal teams, regulatory agencies, local officials, and the public.
  • Team‑oriented attitude, capable of working independently or as part of a team.
Travel & Working Conditions
  • Travel Requirement: Frequent travel across Northeastern Pennsylvania (Susquehanna, Wayne, Wyoming, Lackawanna, Luzerne, Carbon, Monroe, Pike, Schuylkill, Northampton Counties) and occasional overnight stays.
  • Field‑Based Work: Significant time at project sites coordinating with local officials, contractors, and regulatory agencies.
  • Physical Demands: Occasional lifting of up to 20 pounds.
