Job summary

Aqua Pennsylvania is seeking a Capital Project Engineer to oversee capital projects for water and wastewater systems across the state. The role requires travel throughout Northeastern Pennsylvania and involves both office-based planning and fieldwork at project sites.

You will lead studies, prepare budgets, manage permits, coordinate with designers and contractors, and contribute to safe, reliable infrastructure delivery. A PE certification is preferred and a PA driver’s license is required.

Qualifications

• Bachelor’s degree in Civil or Environmental Engineering.
• 5+ years of design experience on water and wastewater projects.
• Professional Engineer (PE) certification or eligible within 12 months.
• Valid Pennsylvania driver’s license and ability to operate company vehicle.

Responsibilities

• Develop and manage capital improvement plans for water and wastewater infrastructure.
• Oversee multiple capital projects, ensuring on-time, within-budget delivery.
• Prepare permit applications and manage regulatory approvals.
• Coordinate with designers, consultants, and contractors to meet standards.
• Maintain project budgets and schedules using Aqua Pennsylvania’s systems.
• Provide technical due diligence for potential acquisitions.
