Job Summary
Provides technical engineering support and project management to all areas of the Company as directed by the Director of Engineering. Manages identified projects within the Department and regular system improvements to the overall utility plant. Provides required project management and oversight to assure design and construction are to Company specifications and interests. Provides leadership, oversight, and technical support to workgroup personnel for the successful operation and betterment of the program group. Responsible for the overall management, coordination, and completion of necessary work for assigned projects, and, where assigned, supervises employees.
Responsibilities
- Planning – Assists in the preparation, review and administration of the 5‑year capital program including individual project estimates and forecasts; provides assistance for scheduling of the Company’s system betterment programs.
- Service Area Growth & System Development – Develops engineering standards for Water/Wastewater system betterment and expansion; reviews plant and network systems, stakeholder needs, and industry best practices to provide evaluations and recommendations for preliminary project evaluations, defining project scope and justification; supports Company programs including Capital Program, Asset Management, municipal improvement project coordination, and developer growth.
- Technical Engineering Services – Provides engineering analysis, calculations, design and permitting for tasks such as site development, distribution/collection systems, water and wastewater treatment, fluid mechanics, hydraulics, structural analysis, material design and hydrogeology; develops pragmatic solutions to problems; writes technical memorandums, summaries, reports and recommendations; assists with selection and procurement of materials and construction work, including preparation of engineering plans and specification clauses.
- Engineering Support & Project Delivery & Management – Acts as Overall Project Manager for assigned projects, managing activities, scope, budget and schedule; manages project engineering including design and construction inspection; prepares and submits periodic studies and reports; coordinates consulting engineering work; assists with bidding and contract administration; provides field oversight of construction; uses Oracle Work and Asset Management, MS Project, ArcGIS, and related software.
- Technology – Utilizes appropriate software (Word, Excel, MS Project, ArcGIS, Oracle WAM, hydraulic modeling tools) efficiently; provides backup for department personnel; coordinates projects with Construction Inspectors and Operational Departments.
Essential Functions
- Manage multiple activities and issues toward successful completion of assignments/projects in accordance with scope, schedule and budget.
- Interpret needs and make decisions consistent with company guidelines, objectives, and policies.
- Demonstrate technical writing skills for concise, presentable reports and presentations.
- Read, interpret, submit, and edit engineering plans and specifications.
- Develop concept ideas and project plans.
- Provide direction and/or supervision to subordinates, vendors/contractors, and peers.
- Communicate and represent the Company with stakeholders to achieve results.
- Manage projects of moderate to average complexity.
- Maintain physical capability for light lifting, climbing, and accessing construction sites.
Qualifications
- B.S.C.E. or equivalent from an accredited university.
- Professional Engineer’s license (NJ) preferred or the ability to obtain.
- Valid NJ Driver’s license required.
- Good written and oral communication skills.
- Good organization skills.
- Computer (PC) experience, including MS Office, MS Project, and ArcGIS.
- Good problem‑solving ability and analytical skills.
- Project management experience, including oversight of outside consultants and contractors.
- 4‑5 years progressively responsible experience in water utility planning, design and construction, including project management.
Salary and Benefits
- Salary Range: $77,204 – $115,805 annually, based on experience and qualifications.

ADA/Physical Requirements
- Primarily a professional office environment with standard office equipment.
- Required to sit, talk, hear, communicate effectively verbally and in writing.
- Required to stand, walk, use hands to handle or feel, reach with hands and arms, and move about inside the office.
- Constant operation of a computer and other office equipment such as printers, copiers, calculators, and telephones.
- Requires visual inspection of hard‑copy and electronic documents; close vision, distance vision, color vision, peripheral vision, depth perception, and focus adjustment needed.
- Must remain in a stationary position approximately 50% of the time and occasionally lift or move up to 25 pounds.
