Middlesex Water Company in Port Reading, NJ seeks a skilled civil/chemical engineer to provide technical engineering support and project management across the company. You will oversee projects from planning through construction, ensuring alignment with company specs and interests.

The role requires 4–5 years in water utility planning, design and construction, strong communication, and proficiency with MS Office, MS Project, and ArcGIS.

Qualifications

  • BSCE or equivalent from an accredited university.
  • Professional Engineers license NJ preferred or the ability to obtain.
  • Good written and oral communication skills.
  • Good organization skills.
  • Computer PC experience including MS Office MS Project and ArcGIS.
  • Good problem solving ability and analytical skills.
  • Project management experience including oversight of outside consultants and contractors 4-5 years progressively responsible experience in water utility planning design and construction including project management.

Responsibilities

  • Provide technical engineering support and project management for Company projects as directed.
  • Oversee assigned projects from planning through completion per scope, schedule, and budget.
  • Develop engineering standards for water and wastewater systems expansion and betterments.
  • Prepare and review the Capital Program planning and project estimates.
  • Coordinate with consultants, contractors, and internal departments.

Job Summary

Provides technical engineering support project management to all areas of the Company as needed and directed by the Director of Engineering Manages identified projects within the Department and regular system improvement to overall utility plant Provides required project management and oversight to assure design and construction are to Company specifications and interests Provides leadership oversight and technical support to workgroup personnel for the successful operation and betterment of the program group Responsible for the overall management coordination and completion of necessary work for assigned projects Where assigned provides supervision of employee Work Performed Using prescribed methods established standards and engineering experience schedules and performs necessary engineering work to successfully complete assigned tasks and projects Investigates and recommends courses of action for approval and completes work from general objectives and assignments Specific areas of work include PlanningAssists in the preparation review and administration of the 5 year capital program including individual project estimates and forecastsProvides assistance and support for the scheduling of the Companys system betterment programs2 Service Area Growth and System Development Provides support to the development of engineering standards and for WaterWastewater systems betterments and expansion Reviews plant and distribution and collection systems and stakeolder needs industry best practices to provide appropriate evaluations and recommendations for project preliminary evaluations PE defining project definition scope and justifcationProvides support to Company programs including Capital Program Asset Management municipal improvement project coordination and developer growth3 Technical Engineering Services Provides engineering analysis calculations design and permitting for tasks as needed in the support of the Engineering Department The work can be related to site development distributioncollection systems water and wastewater treatment fluid mechanics hydraulics structural analysis material design and hydrogeologyAbility to develop successful pragmatic solutions to problems satisfying multiple requirements from multiple technical operational customer perspectivesWrites technical engineering memorandums summaries reports and provides recommendations for use in communicating analysis performed to othersAssists with the selection and procurement of materials and construction work through the preparation of engineering plans and writing of specification clauses and requirements including but not limited to the Annual Base Specifications package4 Engineering Support and Project Delivery and Management Provides engineering support and project management on varied projects throughout the Company including Overall Project Manager responsibilities for assigned projects This includes responsibilities for managing project activities associated with a project for the successful completion while considering requirements and goals for scope of work budget and scheduleProject engineering of engineering projects including planning design andor construction inspection and management as needed The types of projects include pipe work buildings and pump stations storage reservoirs and tanks and treatment plantsPreparation and submittal of periodic studies and reports as neededAssists with the selection and coordination with consulting engineering work as requireProvides assistance with the bidding and contract administration of construction contractsProvides necessary field oversight of construction either directly or through engineering consultants and necessary reporting including completion recordsIs familiar with or capable to learn Oracle Work and Asset Management system software to initiate track and complete project work and purchase ordersUtilize appropriate software for the efficient and effective implementation of Engineering Support and Project Management duties This includes Word Excel MS Project ArcGIS Oracle WAM and other software systemsIs familiar with or capable to be fluent with ArcGIS software for project research and report preparation as neededIs familiar with or capable to learn hydraulic modeling and other technical support software for project research and report preparation as needed5 Technology Utilize appropriate software for the efficient and effective implementation of Engineering Support and Project Management duties This includes Word Excel MS Project ArcGIS Oracle WAM and other software systemsIs familiar with or capable to be fluent with ArcGIS software for project research and report preparation as neededIs familiar with or capable to learn Technician Engineers and Director of EngineeringTake direction from the Senior Engineers and Director of EngineeringRepresent the Engineering Department as a Subject Matter Expert as required in Physical Requirements
