We are seeking a highly skilled and experienced Project Controls Specialist III / Scheduler IV to support large-scale construction and capital improvement projects. This hybrid role combines advanced project scheduling, cost control, and financial forecasting functions to ensure on-time and on-budget delivery. The ideal candidate is a detail-oriented professional who thrives in fast-paced environments, communicates effectively across teams, and demonstrates strong expertise in cost management and scheduling systems such as Primavera and Proliance.

Responsibilities

  • Develop and maintain integrated project schedules based on project execution plans and contract requirements.
  • Perform critical path and earned value analysis to monitor schedule and budget performance.
  • Review contractor schedules, change orders, and amendments for time and cost impacts; participate in change negotiations.
  • Conduct time impact analyses, evaluate recovery schedules, and recommend corrective actions.
  • Collaborate with construction and project managers to prepare cost forecasts, budget rebaselines, and cash flow projections.
  • Monitor project expenditures, perform variance analyses, and participate in monthly EAC reviews.
  • Generate cost-loaded schedules and reconcile budgets across multiple funding sources.
  • Lead reporting efforts by preparing narrative analyses, financial dashboards, and stakeholder presentations.
  • Maintain accuracy and compliance in cost management systems including Proliance, Deltek Costpoint, and Data Warehouse.
  • Support the review and processing of contractor/consultant invoices, change orders, and purchase requisitions.
  • Conduct site visits and meetings with stakeholders, ensuring alignment with project goals and financial objectives

Qualifications

  • Bachelor’s degree in Engineering, Architecture, Construction Management, Business, or related field.
  • 10+ years of combined experience in project scheduling or 5+ years of project controls on large construction programs.
  • Expertise in Primavera P6, MS Project, Excel, and cost/schedule management tools such as Proliance and Deltek Costpoint.
  • Strong understanding of earned value management, forecasting, risk assessment, and change management.
  • Proven ability to communicate complex data clearly and effectively to diverse audiences.
  • Flexible, adaptable, and able to manage multiple priorities across project sites

Preferred Qualifications:

  • Experience supporting educational facility construction programs or other public infrastructure projects.
  • Advanced Excel and dashboard/reporting skills.
  • Knowledge of BuildLACCD or similar capital program guidelines and procedures.
