Job summary

Jobtailor seeks a Project Controls Specialist in the United States to lead cost forecasting, budgeting, change analysis, and performance reporting on Electric Transmission projects. You will collaborate with project managers and senior specialists and prepare presentation-quality reports to support decision-making.

The role emphasizes data validation, change control, and the adoption of best practices, with nationwide travel and onsite work at a designated facility.

Qualifications

• Knowledge of project controls concepts and forecasting techniques.
• Experience with scheduling, budgeting, and cost tracking.
• Proficiency with EcoSys, MS Project, Primavera, PowerPlan, and related tools.
• Earned value techniques and change management experience preferred.
• PM certification such as CAPM/PMP preferred.

Responsibilities

• Initiate and complete routine and complex project control assignments including estimating, budgeting, and cost control.
• Support senior specialists and project managers on diverse projects.
• Develop and generate periodic project controls communications and analytics.
• Lead data collection, verification, validation, and analysis for project controls.
• Distribute and archive project controls reports and present findings to teams.
• Track and manage changes to scope, schedule, and cost; process change notices per governance.
• Coordinate benchmarking and adoption of best practices; support audits.
• Maintain WBS, cost estimates, cash flow tracking, and change control systems.
• Support status tracking and analyses; collaborate on project estimates across disciplines.

Job description

• Initiate and complete routine and complex project control assignments involving estimating, cost forecasting, budgeting, change analysis, and cost control
• Support Senior Project Controls Specialists and project managers on projects of varying rankings
• Develop and generate periodic project controls communications and routine analytics
• Lead data collection, verification, validation, and analysis for project controls communications
• Distribute and archive project controls reports
• Prepare presentation-quality reports and communications and present them to project and management teams as needed
• Track and manage changes to project scope, schedule, and cost
• Identify, assess, obtain approval for, and distribute change requests, change notices, and change orders in compliance with governance standards and contract terms
• Support audit reviews and communications
• Coordinate project controls benchmarking and self-assessment initiatives
• Coordinate improvement opportunities and adoption of best practices
• Develop and maintain common work breakdown structures, cost estimates, cash flow tracking systems, change control management, and project controls communications
• Support project status tracking and project controls-related analyses
• Collaborate on project estimates covering scope, schedule, cost, materials, resources, labor, equipment, engineering, design, contracts, industry data, and risks
• Manage estimates according to Company policies, PMCoE standards, and Business Unit processes
• Provide effective team leadership

Requirements

• Associate degree in Engineering, Project Management, Finance, or Business and 2 years minimum related experience
• In lieu of degree: High School / GED and 5 years minimum related experience
• Working knowledge/proficiency with project management and project controls concepts
• Proficiency with computer applications such as scheduling software, financial tools, and spreadsheets
• Proven collaborative team member
• Knowledge and usage of earned value techniques
• Budgeting and cost forecasting experience with Electric Transmission projects preferred
• Experience with EcoSys preferred
• Knowledge of software such as EcoSys, PowerPlan, Peoplesoft, Maximo, MS Project/MS Office Suite, Primavera, and Business Objects
• Knowledge of risk management tools such as SWORD / Monte Carlo analysis
• Certified Associate of Project Management preferred
• Project Management Professional Certification preferred
• Ability to work lawfully in the U.S. without employment-based immigration sponsorship, now or in the future
• Ability to live within a reasonable commute, not greater than 50 miles one way, to the designated Duke Energy facility
• Ability to report onsite an average of 3 full workdays per regular workweek after onboarding
• Ability to travel 5-15%
