Job summary

Blue Energy in Houston is seeking a detail-oriented Project Controls Engineer to support planning, cost control, progress, and cash flow for gas turbine and combined-cycle power plant projects. The ideal candidate will have a strong EPC/industrial background and collaborate with contractors, suppliers, and regulators.

You will utilize EcoSys or similar tools, Primavera P6, MS Office, Bluebeam, and accounting software to integrate data, forecast costs, and generate EVMS and progress reports.

Qualifications

  • Bachelor's degree in financial, engineering, construction management, or related field.
  • 10+ years of qualified experience in the field.
  • A minimum of 5 years of experience in project planning and control, financial budgeting, cost and/or project estimating experience.
  • Strong financial, scheduling and process background.
  • Ability to prepare documents using MS Word, MS PowerPoint and MS Excel.
  • Willingness to travel to project construction sites and supplier sites as needed.
  • Knowledge of computer-based cost, planning, and scheduling systems.

Company Overview

Blue Energy’s mission is to unlock energy abundance, energy affordability, energy security, and turn-key decarbonization by developing the fastest path to deploying new nuclear MWs at scale. We are utilizing shipyard manufacturing supply chains and techniques from offshore oil and wind to reduce the cost of nuclear plants by over 60% and the manufacturing timeline to 24 months. Blue Energy is a platform technology that makes use of the latest NRC-approved reactors and is in negotiations with existing nuclear and industrial sites, enabling a much faster regulatory pathway to deploy our first unit. With our innovative centralized shipyard manufacturing approach, we can put nuclear power on a cost-reduction learning curve akin to wind, solar, and lithium-ion batteries.

Role Summary

We are seeking a detail-oriented and analytical Project Controls Engineer to support the planning, cost control, progress control, change management / scope development, cash flow and support for the scheduling functions for gas turbine and combined cycle power plant projects. The ideal candidate will have a strong background in project controls for EPC or large industrial construction projects, with an understanding of Engineering, Procurement and Construction functions.

Will need to work with Contractors, Suppliers and Subcontractors to integrate their progress and other reporting metrics into the overall project plan, status and reporting. Will also need to work with regulator agencies and/or Owner engineers to track permit and other regulatory activities.

Candidate would need proficiency in EcoSys (or similar cost control and forecasting software), MS Excel, MS PowerPoint, MS Word, Bluebeam or Adobe Pro and familiarity with corporate accounting software.

Key Responsibilities
  • Cost Control & Forecasting:

    • Track project budgets, commitments, and expenditures.
    • Develop and maintain cost control systems and produce regular cost reports.
    • Monitor trends and provide early warnings on potential budget overruns.
    • Develop and report cash flow projections.
    • Maintain consistency with the project schedule.
    • Maintain clear log and record of commercial updates to the project and maintain accessible copies of commercial documents.
  • Change Management:

    • Support change control processes including impact analysis, cost/schedule assessments, and documentation.
    • Coordinate with project management to assess cost and schedule impacts of scope changes.
    • Understand the original scope of work and identify clear scope changes and / or development changes related to quantity, schedule, execution, permitting, etc. and evaluate the impact.
  • Progress Measurement:

    • Collect and analyze performance data for earned value reporting (EVMS).
    • Track percent complete across disciplines and generate progress curves.
    • Calculate and track performance factors (PF) against budgeted time and manpower expenditure to achieve activities
    • Develop budgets and schedules with associated time, cost and manpower elements.
  • Reporting & Communication:

    • Prepare weekly and monthly project reports covering schedule, cost, and performance metrics and clearly identify variance.
    • Coordinate with Suppliers, Contractors and external Engineering Contractors to integrate their cost and progress status information.
    • Collaborate with engineering, procurement, construction, and commissioning teams to gather inputs and verify data.
  • Support and Coordinate with Schedule Development & Management:

    • Integrate the schedule and activities with the cost and progress base.
    • Support and coordinate in the development and maintenance of the detailed project schedules using Primavera P6 or equivalent tools.
    • Support and Integrate engineering, procurement, construction, and commissioning activities into one master schedule that is reflected in the cost and progress base.
    • Participate in identification of critical path, float, and schedule risks; recommend mitigation strategies.
  • Additional Responsibilities

    • Lead Risk Assessment analysis, updates and periodic team meetings.
    • Assists with ensuring the integrity and accuracy of project information by maintaining current and correct information in the Company's project control system.
    • Assist Project Manager and Construction Manger as needed.
    • Provide contract management support by upkeep of supplier and contractor cost and progress information.
    • Coordinate with procurement group to obtain and track supplier and contractor invoicing and payment information as needed.
    • Assist with estimating activities and / or verification.
Minimum Qualifications
  • Bachelor's degree financial, engineering, construction management, or other related field with OTJ experience; OR
  • 10+ years of qualified experience in the field.
  • A minimum of 5 years of experience in project planning and control, financial budgeting, cost and/or project estimating experience.
  • Strong financial, scheduling and process background.
  • Ability to prepare documents using word processing (MS Word), presentation (MS PowerPoint) and spreadsheet (MS Excel) application software.
  • Willingness to travel and/or work from Project Construction site or to other Company offices and supplier sites, as required, to coordinate project control information.
  • Knowledge of computer-based cost, planning, and scheduling systems.
Preferred Qualifications
  • Energy services experience is desirable.
  • Oracle Financials experience is preferred.
  • Oracle Primavera P6 experience is preferred.
  • Bachelor’s Degree in Engineering, Construction Management, or related field.
  • 5-10 years of project controls experience on power generation or large industrial projects.
  • Prior experience with gas turbines, HRSGs, and combined cycle plants is highly preferred.
  • Proficient in cost control tools (Primavera P6, MS Project, Excel, SAP, etc.).
  • Knowledge of EPC project lifecycle and interfaces between engineering, procurement, and construction.
