Job summary

This role progresses from entry to senior levels with expanding scope. Entry requires a BS/BA in business-related fields and 1 year of experience; higher levels demand 5+ and 8+ years respectively.

Responsibilities

• Provide project controls support across CAMs and managers to define scope and work plans.
• Forecast spend plans, analyze costs, and manage corrections with CAMs.
• Develop and maintain detailed P6 schedules according to industry best practices.
• Prepare variance explanations and corrective action plans with CAMs.
• Prepare change control documents including Baseline Change Requests (BCR).
• Support other Schedulers and Analysts with project controls tasks.

Job Duties / Scope Of Work

Hanford Mission Integration Solutions (HMIS) seeks a Project Controls Specialist to provide essential support in managing critical projects. This role focuses on delivering project controls expertise, ensuring effective planning, scheduling, and reporting to aid in sound project management decisions.

Entry Level

• Support multiple HMIS projects by assisting Control Account Managers (CAMs) and managers in establishing and defining project scope and work plans.
• Collaborate with CAMs to forecast and analyze actual costs, validating labor, invoicing, and accruals.
• Develop and support basic Primavera (P6) schedules in line with scheduling guidance and industry best practices, with the ability to learn and enhance skills within P6 to support increasingly difficult schedules.
• Assist in preparing variance explanations and corrective action plans with CAMs.
• Prepare change control documentation, including Baseline Change Requests (BCR) and baseline creation.
• Provide general project controls support to other Schedulers and Analysts.

Intermediate Level

• Provide project controls support under minimal supervision, assisting Vice Presidents, CAMs, managers, and project managers in scope definition and work planning.
• Accurately forecast spend plans, determine earned value, and analyze actual costs with CAMs.
• Develop and maintain detailed P6 schedules according to industry best practices.
• Support management in determining staffing plans and resource needs.
• Assist in assessing impacts on cost and schedules due to project risk registers.
• Prepare and manage change control documentation and internal/external reporting.
• Undertake special projects as requested by HMIS Management.
• Provide project controls support to other Schedulers and Analysts.

Senior Level

• Coordinate with risk analysts to provide risk-informed cost and schedule estimates.
• Maintain lifecycle resource-loaded project schedules in collaboration with Project and Program Managers.
• Ensure integration between submitted and negotiated Hanford Mission Essential Services Contract (HMESC) scope and the Contractor Performance Baseline (CPB) schedule.
• Deliver project controls expertise to assist in critical project management decisions.
• Conduct internal and external reporting, communication, and presentations with CAMs, Managers, Directors, Vice Presidents, and the Department of Energy.
• Provide training and mentoring to Schedulers and Analysts.

Basic Qualifications

• For all levels of experience must have the ability to obtain and maintain a Personal Identity Verification (PIV) Credential badge.

Entry Level

• Requires a BS/BA in Business Administration, Finance, Accounting, Project Management or related business field, and minimum of 1 year of related experience – or - an equivalent combination of education and related experience.

Intermediate Level

• Requires a BS/BA in Business Administration, Finance, Accounting, Project Management or related business field, and a minimum of 5 years of related experience – or - an equivalent combination of education and related experience.

Senior Level

• Requires a BS/BA in Business Administration, Finance, Accounting, Project Management or related business field, and a minimum of 8 years of related experience – or - an equivalent combination of education and related experience.

Desired Qualifications

• Experience with project planning, cost estimating, baseline integration and management, change control, and monthly reporting utilizing EIA-748 EVMS standards.
• Experience and/or proficiency with Primavera (P6).
• Familiarity or experience with software programs: HANDI, Crystal, Asset Suite, project management reporting systems, accrual processes, and COBRA; or similar programs.
• Knowledge of Construction Projects, and experience supporting Capital Line-Item projects including adherence to DOE Order 413.3C.
• Strong verbal and written communication skills, and excellent presentation skills.
• Proficiency in Microsoft Office Suite, particularly within Excel.
• Knowledge of Earned Value Management (EVM) concepts and techniques.
• Ability to work in a team environment and/or work independently, when required.
• Ability to interact in a professional demeanor on a daily basis with management, One Hanford Contractors, team members, DOE, and other stakeholders.
