Project Controls Manager - Pharmaceuticals Manufacturing

Turner & Townsend seeks an experienced Director-Project Controls to join our team. The ideal candidate has a proven record of successful client delivery and managing project control teams. This individual will lead project controls services for major clients and support wider business initiatives.

Responsibilities:

  1. Establish and execute high-level strategic direction for project controls, including cost, risk, and schedule management.
  2. Lead risk workshops, identify risks, and develop mitigation strategies.
  3. Coordinate project controls deliverables requiring cross-functional input.
  4. Motivate the team with clear direction and goals.
  5. Participate in weekly team meetings to discuss progress and performance.
  6. Develop and produce regular project reports.
  7. Prepare documentation for project gateways and approvals.
  8. Create guidelines for project chartering and partnering.
  9. Review project master schedules, interface milestones, and critical paths.
  10. Develop project budgets, cash flows, and financial plans.
  11. Oversee risk management processes.
  12. Develop the Project Execution Plan (PEP).
  13. Review and critique project implementation plans.
  14. Manage project estimating and lifecycle asset costing.
  15. Implement change management strategies throughout the project lifecycle.
  16. Develop controls to monitor team performance against baselines.
  17. Establish protocols for diversity compliance and reporting.
  18. Define metrics for progress reporting, including performance, forecasting, issues, and overall status.
  19. Develop cost reduction and diversity initiatives, review recommendations.
  20. Review construction progress, recovery plans, and claims resolutions.
  21. Collaborate with stakeholders to achieve consensus.
  22. Coordinate ongoing risk processes, including Monte Carlo analyses.
  23. Consider expanding project deliverables for more robust business cases.
  24. Develop end-to-end project controls processes, including feedback loops.
  25. Lead the Project Controls Team, ensuring quality and deliverables.

Minimum Qualifications:

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or related field.
  • Graduate degree preferred.
  • 12+ years of relevant project controls experience, including portfolio controls.
  • 5+ years managing high-performing project control teams in a consulting and regulatory environment.
  • Strong soft skills and client management experience.
  • Knowledge of contract delivery methods, schedules, cost control, and risk management.
  • Experience with project management software (Primavera P6, MS Project) and Excel.
  • Excellent analytical, leadership, and communication skills.
