Summary:

ATSER, a leading civil engineering firm, is seeking an experienced Project Controls Manager to oversee cost, schedule, document, and quality management activities for large, complex, multimillion-dollar, multiyear projects. The ideal candidate will have a strong engineering background, extensive project controls experience, and a deep understanding of construction management best practices. This role is critical to ensure that complex major projects are delivered on time, within budget, and according to client and regulatory standards. The position requires a detailed background in document management principles, and quality compliance is useful. The position also includes administrative oversight of the electronic project control system.

Key Responsibilities:

  1. Manage and oversee all aspects of project controls including cost control, scheduling, document control, and quality management.
  2. Develop, maintain, and update project budgets, forecasts, and cost tracking systems.
  3. Lead schedule review, monitoring, and updating processes to ensure timely project delivery.
  4. Implement and manage change control processes, including review and analysis of RFIs, change orders, and claims.
  5. Apply Earned Value Management (EVM) techniques to measure project performance and identify variances.
  6. Coordinate with project managers, engineers, construction teams, and other stakeholders to gather project information and provide accurate reporting.
  7. Ensure that project documentation is properly maintained, archived, and compliant with company and client standards.
  8. Support risk management activities by identifying potential project risks and providing mitigation recommendations.
  9. Prepare detailed reports, dashboards, and presentations for internal leadership and external clients.
  10. Ensure quality control processes are in place and effective throughout all phases of the project lifecycle.

Required Skills and Qualifications:

  1. Bachelor’s degree in engineering, Construction Management, or a related field.
  2. 20+ years of progressive experience in project controls within the engineering and construction industry.
  3. Strong expertise in cost management, scheduling, document control, and QA/QC practices.
  4. Proficient in analyzing and managing RFIs, change orders, change management processes, and claims.
  5. Demonstrated experience with Earned Value Management (EVM) and other project control methodologies.
  6. Expert in project management and scheduling software (such as Procore, Primavera P6, Microsoft Project, etc.).
  7. Excellent organizational, analytical, and communication skills.
  8. Ability to lead cross-functional teams and collaborate with diverse stakeholders.
  9. Strong attention to detail and commitment to maintaining high standards.
  10. Experience with large-scale civil infrastructure projects is highly preferred.
