Position Title: Project Controls Lead
Location: This is a work-from-home position for someone who lives in the Washington, DC area and can commute as needed to the client site in Washington, DC
Position Type: Full-Time
Position Summary
The Project Controls Lead is responsible for leading enterprise-wide project management governance and controls across an IT portfolio of complex federal programs. This role combines strategic oversight with hands-on leadership in cost management, scheduling, risk analysis, and performance reporting. The ideal candidate brings deep expertise in federal IT project lifecycle management and is skilled in developing and executing integrated project controls.
Establish and manage PMO policies, procedures, and tools to ensure standardized project delivery, compliance, and performance measurement.
Lead project controls functions across multiple programs, including cost estimating, budgeting, scheduling, earned value analysis, and change control.
Oversee the development and maintenance of integrated baseline reviews, work breakdown structures (WBS), and control accounts in alignment with program objectives.
Develop and maintain project dashboards, cost/schedule performance reports, and risk registers for program executives and external stakeholders.
Support compliance with Earned Value Management System (EVMS) guidelines, prepare variance analysis reports, and lead corrective action planning.
Collaborate with program managers, federal project directors, contractors, and functional stakeholders to ensure accurate reporting and program alignment.
Support external reviews, audits, and assessments including GAO evaluations and DOE Independent Project Reviews (IPRs).
Provide leadership, mentoring, and training to junior staff and cross-functional project teams in project controls methodologies and PMO practices.
Required Skills & Abilities
Extensive knowledge of project controls best practices, including cost estimating, scheduling, risk analysis, EVMS, and performance management in IT environments.
Strong familiarity with federal IT requirements, frameworks, and best practices, including the Federal Information Security Modernization Act, National Institute of Standards and Technology compliance, and FedRAMP authorization, among others.
Experience working with federal Chief Information Officers is a plus, particularly as it relates to IT modernization, cybersecurity, data management, and data privacy.
Proficiency with software: Primavera P6 or Microsoft Office Suite including Microsoft Project, and Unanet.
Excellent communication and analytical skills, with the ability to present technical data clearly to both project teams and executive stakeholders.
Demonstrated ability to manage multiple programs simultaneously and meet tight deadlines in a compliance-driven environment.
Experience developing and managing integrated master schedules (IMS) and supporting cost/schedule integration in an IT environment.
Education & Experience Requirements
Bachelor’s degree in Information Technology, Engineering, Management, Business, or a related field; Master’s degree or MBA preferred.
PMP certification required; RMP or equivalent preferred.
10–15+ years of experience in project controls and PMO leadership roles supporting large-scale federal IT programs.
Prior experience supporting DOE, DOD, or similar agency IT programs strongly preferred.
Work Authorization: U.S. Citizenship required due to federal contract requirements.
Working Conditions: This position is primarily performed in an office environment or a home office setting. Employees will be required to use a computer and other office equipment for extended periods.
