WA River Protection Solutions is seeking a Project Controls Engineer to support H2C's WARM Capital & West Projects. You will develop and maintain baseline schedules and budgets, apply earned value management, and produce performance reports for DOE-compliant programs.

Responsibilities include cost control, schedule variance analysis, and communicating status to stakeholders. This role requires a Bachelor's degree and 6–10 years of related experience, with DOE project controls experience

Qualifications

  • Bachelor's degree in project management, construction management, engineering, business or related discipline with 6+ years related experience.
  • Grade 19 requires 8 years related experience, or equivalent combination.
  • Grade 20 requires 10 years related experience, or equivalent combination.
  • Experience with earned value systems, cost analysis, and schedule management is desired.

Responsibilities

  • Prepare, maintain, and revise baseline schedules and budgets for programmatic and construction activities.
  • Monitor and report cost and schedule performance (BCWS, BCWP, ACWP, SV, CV).
  • Develop and maintain integrated master schedules and milestones.
  • Produce routine charts, graphs, and ad hoc reports for stakeholders.

H2C leads the nation's largest and most complex radioactive waste cleanup, including closure of the legacy waste tanks at Hanford containing 56 million gallons of radioactive and chemical waste.

H2C is seeking a Project Controls Engineer to support the WARM Capital & West Projects Project Controls Organization. The Project Controls Engineer, prepares, maintains, reviews and revises baseline schedules and budgets for programmatic/project activities and/or line-item construction project activities. Work will be performed per applicable DOE and H2C orders, standards, procedures and guidelines using established DOE and industry methodologies and techniques. Reviews work for completeness as required by project specifications and scope definition. Applies standard cost and/or scheduling data to departmental programs or systems. Responsible for utilizing the tools and systems necessary to effectively and proactively manage and control concurrent projects throughout the organization from proposal through execution and completion. Tasks may include the preparation, monitoring and control of baseline detailed and integrated master summary schedules and milestones; preparation, monitoring and control of baseline time‑phased budgets; cost control and earned value performance measurement including the Budgeted Cost for Work Scheduled (BCWS), Budgeted Cost for Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Schedule Variance (SV)/Cost Variance (CV); and associated reporting and information distribution internally and externally to key stakeholders.

  • Under minimal supervision, responsible for the coordination and limited direction of estimating, planning and scheduling, cost engineering functions and resources for the purpose of providing high quality estimates, budgets, cost and schedule analysis and timely, accurate reports for measuring the performance and progress of projects.
  • Assists in developing estimates, budgets, schedules and forecasts and track performance against the established baselines. Advise management of project/work status for problem resolution decision making.
  • Assists in the preparation of cost and scheduling procedures for projects. Responsible for the validity of the project coding structures and work packages in the assigned area. Designs or assists in the design of a work‑breakdown structure.
  • Assists in developing project budget estimates and estimate of cost to go. Analyze and report performance parameters, evaluate and advise management on schedule status based on project baselines and actual accomplishments.
  • Assists in the development, implementation, analysis and maintenance of critical path method logic diagrams that require critical path analysis for time and resource management of manpower, equipment or facilities.
  • Ensures reporting, charging and accounting practices are consistent with site and DOE policies and/or procedures.
  • Extracts data from site financial and project control systems and compile information for analysis relevant to project or work activity controls analysis and reporting.
  • Evaluates actual expenditures against the approved cost estimates and if differences are significant, determine and report the cause for the differences. Recommend alternatives to restoring timeline and schedule continuity.
  • Collects and compiles relevant data, perform necessary analysis, and provide performance indicator status on a monthly basis. Generate and distribute routine charts, graphs and statistical data in a timely manner. Develop ad hoc reports and presentations as necessary and as directed.
  • Implements, analyzes and maintains cost and schedule trend program, baseline change program and forecast process.
  • Evaluates and analyzes manpower and budget/funding impacts from varying organization or project changes or modifications.
  • Other duties as assigned.
  • Comply with H2C policies and procedures.
  • Ensure ISMS principles are incorporated into organization’s activities.
  • Ability to manage a change in priorities.

Desired Qualifications
  • Experience with earned value systems utilized at H2C, including but not limited to cost analysis, EAC development, schedule development and maintenance, earned value reporting systems, subcontract management, estimating, and Primavera P6 knowledge.
  • Good interpersonal and communication skills needed to be able to communicate with personnel, management, and support organizations.
  • Takes prompt action to accomplish assigned objectives. General understanding and identification of issues and opportunities.
  • Prior project controls experience supporting DOE Minor Construction and Capital Line- item projects in accordance with DOE 0 413.3B
  • Possesses advanced knowledge of both cost and schedule areas of Project Controls (Integrated).
Compensation & Benefits

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.

Hiring Range Minimum: $109,013

Hiring Range Maximum: $166,263
